Implementation Status of the Stormwater Program*
Please describe summary of implementation and compliance status.
NCDOT has been implementing the provisions of NCS000250 since 1998. The stormwater management programs are well established and
appropriately funded. For FY2024 NCDOT successfully accomplished the measurable goals outlined in the TS4SMP for permit year 2. Details of
NCDOT activities are provided in the attached annual report.
Are there any proposed changes/revisions to the Stormwater Program?*
Include revisions to assessment of controls and any fiscal analysis revisions.Note:Proposed changes shall be submitted as part of a revised
Stormwater Management Plan(SWMP).
NCDOT plans to make the following MINOR administrative revisions to its TS4SMP for FY2025:
• Page 1,Revisions Log,the following text was added after 2nd paragraph:"Please note that minor changes such as typographical corrections
or administrative edits to this TS4SMP do not require DEMLR review and approval or NCDOT signature/recertification."
• Page 1,Revisions Log,the approval date of"December 18,2023"was added to revision number 1 for last year's TS4SMP update submittal
approval.
• Page 1,Revisions Log,the following information was entered into the Revisions log for this year's revision:Revision Number="2"/Revision
Date="August 22,2024"/Approval Date="NCDEQ approval not required"/Revision Summary="Annual update,minor edits only(noted in Annual
Report electronic portal upload form during submittal to DEMLR)".
• Page 4,Introduction,4th paragraph,1 st sentence,corrected footnote numbering error after the word"NCDEQ",changed footnote number
from"11"to"1".
• Page 9,for clarification purposes the following text was added after Table 3-4:"For simplicity,"NCDOT Employees"in Table 3-4 includes other
entities serving on the behalf of the Department."
• Page 23,Table 5-2,Permit Ref.,3rd paragraph:for clarification purposes the following text was added to end of 3rd paragraph:"[NCDOT
manages the reporting mechanism for internal and external audiences separately.The reporting mechanism for NCDOT staff and contractors is
addressed in BMP 27]"
• Page 33,Table 7-2,Permit Ref.,3rd paragraph:for clarification purposes the following text was added to end of 3rd paragraph:[NCDOT
manages the reporting mechanism for internal and external audiences separately.The reporting mechanism for the traveling public is
addressed in BMP 13.1
• Page 37,Section 8,3rd paragraph,last sentence,added comma after the word"available"to improve readability.
• Page 41,Table 8-2,BMP 37,Measurable Goal 2.,Annual Reporting Metric 2.,for clarification purposes the word"new"was removed from the
annual reporting metric so text now reads"Number of reclamation plans implemented".This minor change reflects that NCDOT reports the
number of reclamation plans implemented each year rather than just"new"plans implemented in a given year.
• Page 64,Table 10-3,corrected error in header at top of page,which was previously mislabeled as"Implement BMPs to reduce or eliminate
the discharge of pollutants from high-priority areas,continued"to the correct BMP 58 title"Maintain the TS4 collection system,continued".

The Southeast Whiteoak River TMDL is the only EPA approved TMDL which identifies NCDOT as a significant contributor of the pollutant of
concern and assigns NCDOT as discreet wasteload allocation.
