Please consider this my official response to your letter dated 8/6/24 regarding the Notice of
Deficiency of the single family wastewater treatment system at my property (2040 Monterosa
Road, Concord, NC 28025).
The notice identified two items as shown below.
1. Perform annual effluent sampling. As we discussed I do have a system manager, Tim Barbee,
that maintains my system regularly during the year. He has been doing this since the system was
put in place. He does the annual testing and sampling but could not locate the reports for two
years. Moving forward Tim will send me the report as they are completed so that I have a
redundant set of the reports to demonstrate compliance with this item.
2. Annual fees were not being paid. I discussed this issue with Charles Weaver. He stated they
received a return invoice due to incorrect address and had not been sending in my annual
invoice. My address has not changed but we did ensure the address is correct and I also gave him
my email for storing in my account. I have also paid all past invoices. Please see the attached
email from Charles stating that they have been paid and he has reissued the NPDES permit for
my property.
Please confirm that I have addressed the issues from your site inspection such that I am now in
good standing with NCDEQ.
