On August 2, 2024, Jim Westcott from the Raleigh Regional Office visited the Reclaimed Water
Utilization Program consisting of Reclaimed Water Generation, Bulk Distribution and
Conjunctive Utilization and Distribution System to evaluate compliance with the subject
permit. The assistance of Terry Foster, Seann Byrd, Karen Foster and Rachael Ingham during
the inspection was appreciated.
The facility is permitted for the continued operation of a 1,500,000 gallon per day (GPD)
reclaimed water generation facility consisting of: a continuous on-line turbidity meter; a liquid
sodium hypochlorite disinfection system with two 33.7 gallon per hour (GPH) feed pumps and
two 330 gallon storage tanks; two 1,050 gallon per minute (GPM) vertical turbine reclaimed
water pumps; a totalizing flowmeter; and all associated piping, valves, controls, and
appurtenances; the continued operation of a reclaimed water distribution system extension
consisting of: approximately 610 linear feet (LF) of 30-inch reclaimed water force main;
approximately 18 LF of 16-inch reclaimed water force main; approximately 8,840 LF of 12-inch
reclaimed water force main; approximately 5,250 LF of 6-inch reclaimed water force main;
approximately 110 LF of 4-inch reclaimed water force main; five air release valves; a 500,000-
gallon elevated reclaimed water storage tank with a totalizing flow meter; and all associated
piping, valves, controls and appurtenances; the continued operation of a conjunctive reclaimed
water utilization system at the Green Oaks Parkway Medians consisting of 0.65 acres of drip
irrigation area; 1.73 acres of spray irrigation area; eight magnetic flow meters; and all
associated piping, valves, controls and appurtenances; and the and all associated piping,
valves, controls and appurtenances to serve the Utley Creek WWTP Reclaimed Water System,
with no discharge of waste to surface waters.

The permit, which was issued January 29, 2024, is effective through February 29, 2028.
Division records indicate the required annual fee for the period ending February 28, 2025, due
May 11, 2024, has been paid.
Inspection criteria consisted of the following:
• Review of permit conditions.
• Evaluation of facility information and reclaimed water generation system.
• Review of logbook, operation and maintenance plan (O&M), calibration records and
Non -Discharge Monitoring Reports (NDMR).
• On -site inspection of reclaimed wastewater system and distribution components.
The system receives reclaimed water from the Utley Creek Wastewater Reclamation Facility -
(Permit No. NC0063096) in Holly Springs, NC. Reclaimed water is collected and distributed
from a splitter box receiving facility effluent from the Utley Creek Water Reclamation Facility
into a storage wet well prior to transfer to the system. Approximately 10% of the treated flow
from the Utley creek wastewater process is utilized as reclaimed waters.
The Town of Holly Springs produced 138,747,000 gallons of reclaimed water during 2023. The
town transferred 7,337,000 gallons of reclaimed water to 12 Oaks Golf Club, 5,319,516 gallons
of reclaimed water to Ingenco Power Plant. The reminder was used for irrigation purposes. A
total of less than five -acre residential permits increased to 1,303. Over the past year an
additional 38 permits were issued in Twelve Oaks, Trinity Creek, Hensley, Regency and
Addison Pond subdivisions.
The facility has permitted one reclaimed bulk water fill station. The Town of Holly Springs did
not issue new bulk certificates during 2023 based upon consumer demand. One older bulk
water certificate option was renewed to a reclaimed water user off site. All bulk users require
certification by the facility.
Maps of the reclaimed waters distribution system, and all significant users, were available at
the time of inspection. These maps detailed all interconnected main and lateral lines with
independent shutoff and transfer valves in separate zones. Multiple Badger digital mag-meters
are utilized in -line at various point in the system for accurate now measurement and each
individual permittee is responsible for maintenance and calibration. The flow meters are
located at the Utley creek Reclamation facility, Ingenco Renewable Development, LLC, Seqirus,
Inc., FUJIFILM DioSynth Biotechnologies, The club at Twelve Oaks, Green Oaks parkway
medians, the Twelve Oaks conjunctive utilization neighborhood.
Proper signage on reclaimed water piping and appurtenances were clearly identified and
located throughout the facility and off -site locations where reclaimed waters are distributed
were color coded as non -potable reclaimed waters.
The reclaimed distribution pump station is composed of two US Motors vertical turbine pumps.
The pumps are controlled by an Allen Bradley PLC and HACH Water Information Management
System (WHIMS) SCADA system with integrated soft starters which operate two 125 Hp, 1050
GPM, 1.512 MGD.
A chlorine solution (12.5% sodium hypochlorite) is added by a Blue -White Industries Pro
Series-M3 peristaltic metering pump to ensure a free chlorine residual of 1-1.5 Parts Per
Million, recorded by a HACHCL179 chlorine analyzer monitoring Total Residual Chlorine to the
distribution system. A HACH® 1720E Turbidimeter and three separate HACH® SC200
controllers measure Turbidity, Temperature, Dissolved Oxygen and pH.

Two inline US Motors® 125 horsepower (Hp) pumps apply system pressure when the
distribution system is not maintaining a system pressure of 115 psi. Usage records for the
2023 season indicated 139.12 million gallons (MG) of reclaimed water discharged.
The facility collects and analyzes for residual chlorine, pH, temperature fecal coliform and
turbidity daily. Reclaimed waters to be distributed are analyzed internally by the reclamation
facility's North Carolina certified wastewater laboratory. The four primary sampling points for
reclaimed waters are at the Utley Creek facility, the reuse tower, Trinity Creek, Addison Pond,
Market Crawl and Lively Oaks neighborhoods. Chlorine residual, pH and fecal coliform samples
are drawn in accordance with permit requirements.
The 0.5 MG reclaimed water tank in Holly Springs receives biannual maintenance by utility
services. An internal audit is conducted annually to ensure proper operation to distribution
areas.
The reclamation system has eight BADGER® inline magnetic flow meters. The reuse tower
meter was last calibrated July 10, 2024, by FCX instrumentation services.
Cityworks® software program tracks all corrective and preventative maintenance activities and
asset tracking. The operation and maintenance (O&M) manual is developed through this
program and was available at the time of inspection. An internal audit/update was completed
May 18, 2022.
The operator in responsible charge (ORC) records, spill prevention and response plan, confined
space, lock out/tag out and employee safety records were available and updated for review.
Non -Discharge Monitoring Report (NDMR) data were current, and no discrepancies were noted.
The Facility's HACH® TU 1720E was last calibrated on December 7, 2023. The HACH® sc200
controllers were last calibrated May 28, 2024, by HACH® Technical Services.
The facility reclaimed pump station meters were last calibrated April 10, 2024.
All other reclaim flow meters at the facility are calibrated by operations staff and logged to the
Cityworks® maintenance program.
An interlock with both HACH® Turbidimeters controls an actuator which diverts flow from
discharging into the reclaimed water system. The system is enabled with a discrete value that
both diverts the reclaimed water flow and secures the pumps at the permit -specified maximum
allowable upper limit of 10 nephelometric turbidity units (NTU). These levels are set to trigger
an alarm at 10 NTU and activate the actuator valve securing flow and disable the pumps.
Proper signage indicating reclaimed water was evident throughout the residential neighborhood
grounds, parking medians, and business park areas.
Annual maintenance is performed by facility staff.
Two Backup generators are available on site in the event of line power loss. A Cummins® 1250
kW and a Detroit® 515 kW and diesel generator are verified to be operational during monthly
routine load management operations. Emergency power outage operation is verified by
engaging a local disconnect. KV Power systems conducts semi-annual maintenance on both
generators.
The reclaimed water system and corresponding components were well maintained and
compliant with permit requirements.

Please continue to periodically inspect and evaluate the wastewater spray irrigation system
components are properly maintained and operating as designed. Maintain all associated
operational records onsite for a period of five years as required by the subject permit.
