Director NORTH CAROLINA Environmental Quality August 7, 2024 Brock Martin NCDENR - Division of Parks and Recreation 280 State Park Road Apex, NC 27502 Subject: Compliance Evaluation Inspection Permit # WQ0000488 Facility: Jordan Lake State Recreational Area - Vista Point Chatham County Mr. Martin, On July 31, 2024, Jim Westcott from the Raleigh Regional Office visited your Wastewater treatment and irrigation System to evaluate compliance with the subject permit. The assistance of William Baker during the inspection was appreciated. The facility is permitted for the continued operation of a 2 10, 000-gallon 50 gallon per day (GPD) wastewater collection, treatment and irrigation facility consisting of approximately 1,056 linear feet (LF) of 8-inch gravity sewer; approximately 3,370 LF of 3-inch force main; a 40 gallon per minute (GPM) pump station with dual pumps and audible/visual high-water alarms; a lift station to serve the bathroom at the treatment facility; a 210,000 gallon facultative lagoon with a 1 horsepower (hp) floating mechanical aerator; a 64,000 gallon wet weather storage lagoon; a chlorine contact tank served by a chemical feed pump; an effluent flow meter; a 68 GPM irrigation pump station with dual pumps and auto -timer shut-off controls; a 1.6 acre spray irrigation area; and all associated piping, valves, controls, and appurtenances to serve the Jordan Lake SRA — Vista Point WWTF, with no discharge of wastes to surface waters, The permit, which was issued August 14, 2020, is effective through January 31, 2027. Division records indicate the required annual fee for the period ending October 31, 2024, due November 3, 2023, has been paid. Findings during the inspection were as follows: At the time of inspection, required logbook, operation/maintenance and Operator in Responsible Charge (ORC) records, irrigation calibration records, spill prevention plan, residuals management plan, annual standard soil fertility analysis, Non -Discharge Monitoring Report (NDMR) and Non -Discharge Application Report (NDAR-1) records were submitted as NORTH CARCLINAD � � North Carolina Department of Environmental Quality I Division of Water Resources Raleigh Regional Office 1 3800 Barrett Drive I Raleigh, North Carolina 27609 919.791.4200 Docusign Envelope ID: 125CF6CE-FBFO-4965-B14B-79FE2B6DE292 required and available for review. All records were organized and available for a period of five years. The overall condition and integrity of the wastewater lagoon system and facility grounds were properly managed. At the time of inspection, the ORC was on -site and gave a comprehensive tour of the treatment and spray irrigation system and its components. • All flow generated in the facility is from the park showers, Comfort stations and the Park Superintendent residence. The permit required flow rate is collected from well drawdown data on site. • The system is composed of an aerated and non -aerated storage lagoon. The lagoon system is in parallel configuration and manual valves adjust the flow rate between the two. • A 55-gallon drum of 6.25 % sodium hypochlorite and Pulsatron peristaltic metering pump are kept in the staff office building on site. The pumps, controls and valves operate as designed. • A separate manual valve allows effluent flow to enter a greensand filter whereby an interlock with a 1.0 Hp pump injects a 6.25% sodium hypochlorite solution prior to discharge to the two -acre spray field. • A digital OMNI potable flow meter tabulates total flow usage, and a Sensus red lion electronic flow meter calculates total gallons applied to the spray field. A Winters pressure Guage monitor system pressure. • The facility grounds and lagoon perimeter were securely fenced with proper signage and the liner was clean and in good condition. The sidewalls and berm of the two lagoons were well maintained. The freeboard level(s) in the two lagoons was clearly delineated at 2.7' each of freeboard volume. The field is surrounded by a 4' fence and gated with appropriate signage for restricted access. The field is composed of 12 spray heads and were working as designed at the time of inspection. • Effluent discharge to the spray field is controlled manually and flow/duration are data logged and recorded each spray event per zone selected. The estimated volume is 8,600 gallons per spray event. The spray discharge lines, and field condition were well maintained, and the perimeter fencing secured with proper signage and good condition with no signs of ponding. The Primex 240 Volt lift station which services the Ranger quarters services the comfort stations and park shower facilities is operated with two F800 Series Variable Frequency Drives. The station has an onsite backup Trystar generator and is available for direct power tie in the event of a power outage and maintained and operated manually by park staff. The system has an integrated Omni auto dialer for mechanical and/or emergency callout response and is tested weekly. • Statesville Analytical completes spray field compliance sampling. • All metering equipment and calibrations are conducted through Atlantic Environmental services annually. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed. Maintain all associated operational records onsite for a period of five years as required by the subject permit.
