The project was reviewed by the Wilmington Regional office of the North Carolina Department of Environment and Natural Resources. A High Density Stormwater Permit was issued on April 1, 2009 (Reference Permit No. SW8081025). To date, the project has not been constructed. The Town of Morehead City desires to modify the existing Stormwater Management Permit for this project to accommodate proposed changes to the design. Specifically,the Town of Morehead City desires to shift the location of the proposed police department building eastward on the site by a distance of approximately 15 feet. This change is necessitated by the Town's desire to completely reconstruct a new building rather than provide an addition to an existing structure as was originally conceptualized, designed and permitted. As a new structure,the Zoning Ordinances in the Town of Morehead City requires that the new building be placed a minimum of 15 feet off of the property lines. Otherwise, the building footprint has not changed from that which was originally permitted. In order to accommodate the proposed shifting of the building footprint,the proposed parking lot area needed to be compressed resulting in a net reduction in impermeable surfaces for the project. The project is separated into two distinct drainage basins as is outlined in the original permit application. Drainage Basin No. 1 is proposed to be revised by this modification. Drainage Basin No. 2 remains unchanged from that which was originally permitted as a result of this modification. p OCT 262009 DWQ The original permit application and permit authorizes the construction of 113,577 square feet of impermeable surfaces within Drainage Basin No. 1. The proposed modification results in a net reduction of the impermeable surfaces within Drainage Basin No. 1 of 11,710 square feet for a proposed total impermeable area for Drainage Basin No. 1 of 101,867 square feet. However, the Town of Morehead City would like to reserve the 11,710 square feet of impermeable surfaces to construct a future proposed building within Drainage Basin 41 as presented on the plans. It is proposed that the stormwater treatment system consisting of an infiltration basin and level flow spreader not be modified in any manner as a result of the proposed revisions. The horizontal dimensions and elevations of each Best Management Practice device has remained unchanged from that which was originally permitted. In summary,the permit modification is requested to allow for the plan revision as presented for Drainage Basin No. 1 to allow the reconfiguration of the site to accommodate the shifted building location and compressed parking areas.
