I hope everyone enjoyed their holiday. To build on Sue's email, the only way we would allow for you to split out these
open cut utility installation impacts would be if the applicant and the Town of Kernersville can provide documentation
that the utility line will serve more than current/future development associated with Caleb's Creek. The utility line has to
be able to demonstrate independent utility from the proposed development/IP (as Sue outlined in her email). Please
also note, there would be approximately 0.18 acre of permanent wetland conversion that would require compensatory
mitigation at a 1:1 mitigation to impact ratio.

The decision as to whether the utility crossings can be approved separately from the IP is up to the USACE. In my
experience it's typically allowed only if the utility project can document "independent utility" from the development.
