A review of the CoC file noted typographical errors on two pages originally sent to you. This technical correction is being issued to correct those errors. This correction is issued pursuant to the requirements of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated October 15, 2007 (or as subsequently amended). Please note that the CoC requires Acute Whole Effluent Toxicity (WET) testing using Ceriodaphnia dubia rather than the fathead minnow, with parameter code TGE3B. The test shall be performed at 90% effluent concentration once per calendar year [see NCG590000 sections B. (3), D. (1.) & D. (3•)] If any parts, measurement frequencies or sampling requirements contained in NCG590000 are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, the CoC shall be final and binding. This CoC is not transferable except after notice to the Division. The Division may require modification or revocation & reissuance of the CoC. Coverage under NCG590000 does not affect the legal requirements to obtain any other Federal, State, or Local permits which may be required. Please note that the following footnotes in section B. Most important, the Supplement to CoC page identifies the specific Effluent Limitations and Monitoring Requirements sheet your facility shall use. Changes made to the water purification process, the wastewater treatment process, or chemical usages at the facility require that the permittee notify the Division in writing. Such notifications shall be sent to the Division's NPDES Unit: 1617 Mail Service Center, Raleigh, NC 27699-1617. Your facility is required to submit monthly Discharge Monitoring Reports. No later than 270 days from the effective date listed on the CoC, the permittee shall begin submitting discharge monitoring reports electronically using the Division's eDMR system. Lake Brandt is the raw water source for the Mitchell Water Treatment Plant. Hazen and Sawyer will be conducting the study and operating the DAF Pilot Plant at the Lake Brandt Raw Water Pumping Station. To ensure a successful study they must operate the plant during warm and cold weather to accurately determine treatment potential and improvements over existing treatment techniques at the Mitchell Water Treatment Plant. The pilot study is currently scheduled for 6 weeks in August - September 2015 and an additional 6 weeks in January -February 2016. Treated water from pilot plant will not be considered "potable". Most of the water will be clarified effluent from the DAF pilot, with the remaining being filtered water from the pilot filters, backwash water from the pilot filters, and decant (if any) from the solids equalization tank. None of the water will be disinfected per state drinking water standards. The expected level of TSS and other chemicals are expected to be well below maximum allowable standards. Volume = Approximately 71,600 gpd. pH = 5.9-6.4 Turbidity = 0.4-0.6 NTU Fe = 1.5-1.8 mg/L Mn = 0.10-0.15 mg/L C12 = 0.00-0.05 mg/L 640 P.O. However, our Engineers determined none of these options were as technically -feasible and/or as cost-effective for the City as the selected discharge option.
