3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
Recently completed development of new public boat ramp with parking area on the Catawba River. This application is a modification
request to the previously approved temporary and permanent Catawba River buffer impacts associated with the ramp construction
and adjacent ditch and bank stabilization. The as -built survey indicated minor discrepancies in the final impact areas.

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
The construction and stabilization of the boating access area was completed in June of 2024.
This application is a modification request to the previously approved temporary and permanent Catawba River buffer impacts
associated with the ramp construction and adjacent ditch and bank stabilization. The as -built survey indicated minor discrepancies in
the final impact areas.
The permitted impacts in the buffer zones are: Permanent: Zone-1=1,357sf; Zone-2=660sf. Temporary: Zone-1=936sf; Zone-
2=1,023sf.
The surveyed as -built impacts are: Permanent: Zone-1=1,420sf; Zone-2=757sf. Temporary: Zone-1=844sf; Zone-2=1,032sf.

This application is a modification request to the approved CR Buffer impacts (20221688). The as -built survey indicated that there
were increases to the permanent impacts of 63sf in Zone-1 and 97sf in Zone-2. The temporary impacts in Zone-1 decreased by 92sf
and increased by 9sf in Zone-3. Based on 2:1 mitigation ratio for Zone-1 and a 1.5:1 ratio for Zone-2 permanent impacts, an
additional 272 in lieu fee credits will need to be purchased for mitigation.

through DMS in lieu fee program.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
Work was completed during minimum flow levels without incident. Riprap was used to stabilize cut banks to above OHWM.
Remaining cut slopes in buffer zones have been seeded and matted with RECP. Woody trees & shrubs have been planted in the
buffer zones to mitigate existing riparian trees that were cut for the ramp construction.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Work was completed during minimum flow levels. Only washed stone was placed below OHWM for base material. Concrete slab was
pre -cast on site above OHWM and pushed into position once cured.
