I. Public Notice; Water Quality Certification for Mulberry Gap Farms-School of Wisdom and
Enlightenment; DWR #2020-1654 v4, Madison County
PUBLIC NOTICE is hereby given that on July 7, 2024, ClearWater Environmental Consultants, on
behalf of Mulberry Gap Farms-School of Wisdom an Enlightenment, Madison County, North
Carolina, applied to the NC Division of Water Resources (DWR) for a 401 Individual Water Quality
Certification, pursuant to Section 401 of the Federal Clean Water Act and Title 15A NCAC 02H .0500.
The activity for which this certification is sought regards to a permit modification to remove stream
impacts for a site redesign including a traffic turnaround change and stream enhancement for
Thomas Branch. The DWR’s proposed date of final action on the application is September 13, 2024.
Written comments on the application described above must be received by DWR no later than 5
p.m. on September 13, 2024. Written comments may be submitted online by filling out the Public
Notice Comment Form here: https://edocs.deq.nc.gov/Forms/401_Public_Notice_Comments.
Written comments may also be mailed to: 401 Permitting, 1617 Mail Service Center, Raleigh, NC,
27699-1617.
The application is available online. Information for accessing the application/ project information

The application is also available at the Central Office of the DWR and may be inspected with an
appointment between 8 am and 5 pm, Monday through Friday, excluding State holidays. For
