Dear Mr. Poythress:
On July 31,2024,Danny Smith from the Raleigh Regional Office of the Division of Water Resources conducted
a Compliance Evaluation Inspection(CEI)of the groundwater remediation system located at 4730 NC Hwy 39
S., in Gillburg,Vance County,NC. The purpose of this visit was to review the facility's compliance with the
subject NPDES permit. During the inspection,the presence and cooperation of Jsutin Abreu, Senior Field
Technician was greatly appreciated and very helpful to this review process.
Through compliance with NPDES permit(NCG510070),Dixie Grocery,Inc. is authorized to discharge treated
wastewater through Outfall 001 to receiving waters designated as Gills Little Mill Creek, a waterbody classified
as a C-NSW waters in Tar Pamlico River Basin.
This NPDES compliance evaluation inspection and requested follow-up response consist of the following:
• Review of the NPDES permit;
• Review of the owner/facility information;
• Review of monitoring data and compliance history;
• On-site inspection of the wastewater treatment units; and
• On-site inspection of the discharge outfall.
Findings during the file review and site inspection are as follows:
1. The treatment components. The pump and treat(P&T)recovery wells and soil vapor extraction system
includes an air sparge system, oil water separator, low profile air stripper and two(2)in series high pressure
carbon filter units with effluent flow meter and outlet pipe. This wastewater treat system has not been in
operation since August 9, 2018.
2. Permit. The current NPDES permit(NCG510070)was issued effective March 1, 2021, and will expire
September 30,2025.
3. Groundwater Remediation(petroleum)NPDES permit. Listed below is a website that depicts different
NPDES wastewater activities that are covered by General Permits. Included in this table is a copy of the
NPDES permit text for Groundwater Remediation(NCG510000z), for reference.

4. System operations. Although select monitoring wells are still periodically sampled,the subject pump and
treat system has not been operational since August 9,2018. The groundwater treatment system was
deactivated as directed by the NCDEQ UST Section.
5. Monitoring. On site monitoring wells continue to be sampled approximately every six months. Mr.
Dodson, Operations Manager with Earth Systems,explained that underground remediation infrastructure
remains intact and is undisturbed.
6. Fees. The required Annual Administering and Compliance Monitoring Fee for the current billing period has
been paid. There are no overdue fees. (This billing period ends on February 28,2025.)
7. Outfall 001. The inspector observed Outfall 001. The outlet location was maintained such that vegetation
and buildup of debris had been removed. The PVC outfall pipe to Gills Little Mill Creek was located on
left bank and was readily observable. This outlet is on the downstream side and is near the culvert crossing
that courses under Gillburg Road. (The treatment system was not in operation and no discharge was
occurring from Outfall 001 at the time of the inspection.)
The overall condition of the subject facility was compliant with the NPDES permit requirements as observed on
