Gregory Johnson Page 2 9. PROJECT DESCRIPTION: The project site is located at Lot 2, Great Oak Drive, adjacent to the AIWW, in the Pender County. To locate the property from NC Highway 17, turn right onto Headwaters Drive and travel approximately 0.8 miles to Overlook Drive. Turn right on Overlook Drive. Travel approximately'/4 mile and turn right onto Northline Drive. Travel to the end of Northline Drive and make a left onto Great Oak Drive. The property will be located approximately 0.1 mile from Northline Drive on the right. The property consists of a 0.75 acre lot, with an approximate shoreline length of 110 feet. The shoreline is stabilized with a bulkhead. The highground portion of the property averages approximately 15 feet above mean high water (MHW) and is vegetated primarily with lawn grasses. Mixed coastal and 404-type wetlands vegetate the property waterward of the bulkhead, which measures approximately 15' in width and consists of: Cattails (Typha sp.), Spikegrass (Distichlis spicata), Bulrush (Scirpus sp.), Sea Oxeye (Borrichia frutescens) and Groundsel bush (Baccharus halimifolia). The property then transitions waterward into Smooth Cordgrass marsh (Spartina alterniflora), which is approximately 40 feet in width. The Spartina transitions to a shallow bay area, which measures approximately 100 feet in length. An additional span of Spartina, ranging from 80' to 200' in length, extends beyond the bay, which terminates at the Atlantic Intracoastal Waterway (AIWW). The waters of the AIWW are classified SA by the Division of Water Quality. The project area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and is OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a private pier with a covered T-head that would terminate onto a floating dock. The pier would extend from the bulkhead towards the AIWW a distance of approximately 328' in length. It would then terminate in a 16' in width by 16' in length covered T-head. A floating dock, measuring 16' in length by 8' in width, would be installed in the same alignment as the pier and would be accessed via a ramp. A boatlift would be installed immediately north of the covered T-head. The applicant states that the water depth at the location of the proposed floating dock is -2.8' at Normal Low Water (NLW) and the depth adjacent to the boatlift is -2' at NLW. The proposed structure would provide docking space for up to three (3) vessels. 10. ANTICIPATED IMPACTS The proposed pier system construction would incorporate approximately 1,353 sq. ft. of Estuarine Waters and Pubic Trust Area and would shade approximately 1,062 sq. ft. of Coastal Wetlands. Minor increases in turbidity should be expected during construction. The proposed pier would extend approximately 95 feet into the waterbody from the edge of marsh, which measures approximately 647 feet across. This distance would conform to the 1/4 width rule. The structure, as proposed, would not encroach into either of the adjacent 15' riparian setbacks. Once we have reached the water way we will then use a barge to set the remaining poles. We will then frame up the dock and deck it useing hand tools for cutting and drilling. no equipment will be stored on the site at any time. the barge will be parked in the waterway at night next to the shore line out of the way of boats running up and down the water way at night. d. The dock will be constructed of wood and will have a width of six feet wide. This walkway will run out 328' to a 16'x16' end fixed deck. This deck will also be covered. We will also install a 8'x16 foot floating dock that will be in front of the end deck giving us a total distance out of 371'. Next to the fixed dock we wish to install a boat lift to be accessed from the dock giving us a request for three slips. This is the only request we have that is out side of the general permit requirements. This dock will be for private use only. It was requested from Mr. Johnson that we install the three slips due to the fact that he will have two boats and needs on slip to be open for visits from friends and family.
