ROGERS, JR. *`$`Qtmm Director NORTH CAROLINA Environmental Quality August 7,2024 Ingenco Renewable Development Attention: Jason Ilg 5200 Anthony Road, Suite F, Sandston,VA 23150 Subject: Compliance Evaluation Inspection Ingenco Renewable Development Wake Power Plant Cooling Tower Blowdown Discharge NPDES Permit NCG500664 Wake County Dear Mr. Ilg On July 26, 2026,Danny Smith from the Raleigh Regional Office of the Division of Water Resources conducted a Compliance Evaluation Inspection(CEI)of the Ingenco Renewable Development Wake Power Plant site located at 6300 Old Smithfield Road in Apex,NC. The purpose of this visit was to review the facility's compliance with the subject NPDES permit. During the inspection,the presence and cooperation of Jeff Ewing Lead Operator and Ryan Christman,Environmental Engineer were greatly appreciated and very helpful to this review process. Findings during the pre-inspection file review and inspection are as follows: 1. Permit. Through compliance with NPDES permit(NCG500664),the Ingenco Renewable Development is authorized to discharge Cooling Tower Blowdown through outfall 001 to receiving waters designated as Little Branch,a waterbody classified as C within the Cape Fear River Basin. The current NPDES permit (NCG500664)was issued effective January 6,2021, and will expire November 30,2025. 2. Discontinuation of Operation. The onsite visit and communications with Mr. Ewing and Mr. Christman confirmed that the renewable energy system, cooling towers and blowdown hold tank are no longer in operation and have been removed from the site. No process wastewater(cooling water)is generated or is discharged from the site. Mr. Ewing explained that a structure fire occurred on January 12,2024,resulted in significant damage to site,discontinuation of system operations, and the eventual removal all system operating equipment the footprint of the site. 3. Fees. The required Annual Administering and Compliance Monitoring Fee for the current billing period is overdue for 08.01.2023 through 7.31.2024. The 2024 billing period(8.01.2024 through 7.31.2025) payment status is currently open. This payment due date is 8.15.2024. 4. Facility Contact Information.Mr. Ryan Christman,Environmental Adviser provided updated information for the Owner Affiliation,Owner Contact Person,Permit Contact Person, and Permit Billing Contact Person. This office will forward this information to the appropriate Central Office personnel so it can be entered and updated to the facility contact database. Outfall 001 &Permit rescission. The site visit confirmed that system operations are no longer occurring, and the subject wastewater discharge from Outfall 001 has been eliminated. This office recommends that Ingenco Renewable Development request a rescission of the cooling tower blowdown coverage(NCG50000). • In order to rescind an NPDES permit the facility owner(or authorized representative)must send a letter that includes the following: permit number(NC550664), name and address of the facility, and reason for the rescission request(indicating how the wastewater discharge has been eliminated).
