On June 27th, 2024, Ron Boone, of the Winston-Salem Regional Office of the NC Division of Water
Resources, conducted a compliance evaluation inspection at the City of High Point's East Side
Wastewater Treatment Plant. The assistance and cooperation of Operator in Responsible Charge
(ORC), John Thomas, was greatly appreciated.
The plant consists of the following units/processes:
• Flow equalization;
• Mechanical bar screens;
• Grit removal;
• Primary sedimentation;
• Anaerobic/anoxic/aeration basins;
• Secondary sedimentation;
• Residuals thickening;
• Filtration;
• UV disinfection; and,
• Effluent pump station
The plant has two outfalls: Outfall 001 discharges to Richland Creek and Outfall 002 discharges to
the Deep River via the effluent pump station. Both receiving streams are classified as Class IV, critical
area water supplies. Outfall 002 is the primary outfall. Outfall 001 is used only in emergencies, such
as when the effluent pump station fails. The permit requires the city to notify DWR's Winston-Salem
Regional Office whenever it becomes necessary to discharge from outfall 001.
There are several ongoing and planned improvement projects for the plant as noted below:
• Bar screens #1 and #3 have been replaced and a replacement unit for #2 is currently on order.
• The catwalks on the primary clarifiers will be replaced due to ongoing issues with corrosion.
• The five primary sludge pumps were replaced over the past several years.
• Replacement of mixer motors on triple A units (anoxic/anerobic/aerobic — biological nutrient
removal {BNR} process. This seems to be a nearly perpetual process as the motors fail often and it is
difficult to get replacements. It has, according to Mr. Thomas, at times negatively affected the
treatment process.
• Secondary clarifier #3 has already been rebuilt. #1 and #2 are in line to be rebuilt next. #4 will be
done during the next budget year.
• The sodium hypochlorite tank, which is used for odor control, will soon be replaced.
• Dissolved air floatation (DAF) unit #1, used for sludge thickening, is currently down and in the
process of being rebuilt. DAFs #2 and #3 are in good working order.
• The UV process is being replaced in its entirety. This upgrade will provide a larger UV capacity
and reduce the lag time it takes for the UV process to restart after a power loss.
All plant processes seemed to be operating properly. The effluent (at UV system) was clear and there
was no odor. The effluent appears to be of high quality.
Both influent and effluent sampling is flow proportional and the samplers are programmed to collect
150 milliliters of sample for every 198,300 gallons that pass the metering point. Effluent flow, minus
non -potable water (which is plant effluent used for various purposes throughout the plant such as for
basin washdowns), is reported on discharge monitoring reports (DMRs). Both samplers are set below
6 degrees Celsius.
