Dear Mr. Meyer:
Enclosed with this letter is a copy of the Draft Permit for your facility. Please review the draft very
carefully to ensure thorough understanding of the conditions and requirements it contains.
The Draft Permit contains the following significant changes from your current permit:
• The instream monitoring frequency (April 1 — October 31) for Dissolved Oxygen, Temperature,
pH, Conductivity, TN, and TP was reduced from 2/Month to Monthly based on the review of
the instream data and in response to the permittee's request.
• Quarterly PFAS monitoring was added to Outfall 001 based on the EPA Guidance.
• Limits for Chloroform, AOX, Pentachlorophenol, and Trichlorophenol were recalculated based
on the current production level.
• The Division is unable to grant permittee's request for removing concentration -based BOD5
limits because these limits are based on the water quality modeling and designed to protect
instream DO standard.
• The Division is unable to grant permittee's request for changing Grade of the wastewater
treatment system. The current Grade is based on the state rules and consistent with other pulp
and paper plants in North Carolina.

Please provide any comments you have regarding the draft permit to this office by July 8,
2024. At this time, the Division is also publishing a notice in the newspapers of general circulation
in Craven County, inviting public comment on the draft permit. Following the 30-day comment
period, we will review all pertinent comments received and take appropriate action on the permit.
