The Division of Energy, Mineral, and Land Resources (DEMLR), received a complete Stormwater Management
Permit Application for the subject project on July 30, 2024. Staff review of the plans and specifications has
determined that the project,as proposed,will comply with the Stormwater Regulations set forth in Title 15A
NCAC 21-1.1000 - 1062 rules.We are forwarding Permit No.SW6240103, dated August 2, 2024,for the
construction,operation and maintenance of the built-upon areas (BUA) and vegetated conveyances or areas
associated with the subject project.This permit shall be effective from the date of issuance and shall be subject
to the conditions and limitations as specified therein, and does not supersede any other agency permit that may
be required.
The original signed permit package and approved plans are being mailed to the permittee,Triangle Land

Good afternoon Mr. Brown,
I looked over the additional information you provided on May 2nd, 2024. Everything looks good except for a
couple of issues:
Please correct the following:
1. Calculations
a. Many slope values given in the provided Channel Analysis calculations do not match
with the tables provided in both the Supplement-EZ form and the provided Ditch
Calculations. Please revise for consistency.The slope values appear to match for all
ditches between the Supplement-EZ and the Channel Analysis. Unless there is
something else you are referring to,the Ditch Calculations spreadsheet only includes
a slope for the time of concentration computation for the contributing drainage area
which is not the same slope as used in computing ditch stability. Please clarify if this
does not resolve the above.
b. The given values for Manning's roughness coefficient are inconsistent between
swales that, according to the Channel Analysis calculations, are comprised of the

same soil type with the same vegetation. Please either revise for consistency or
provide the source for the differing Manning's coefficients.Alternatively,the n values
shown in Part B of the Stormwater Design Manual can be used and the flow values
recalculated.The N values used in the computations for ditch stability are also
dependent on depth of flow and slope of the channel, so it is entirely possible that N
values differ for similar channels with different flow depths and slopes.The ECMDS
software utilized calculates the N value based on the parameters given and should
only vary slightly due to differences in flow depth/slope.All provided N values appear
to be within acceptable ranges. If this is not satisfactory the calculations will need to
be revised.
Please provide one hard copy and one electronic copy of any items needed to address these comments, unless
specified otherwise.

Good Morning,
We received your application for a new post-construction stormwater permit on 1/10/24. At this time, the submission is
not administratively complete and cannot be accepted for review in its current condition. Please provide the following
submittal items within 30 calendar days (by close of business on 2/10/24) so that we may accept the project and begin
the review process, otherwise, the project will be returned as administratively incomplete.
• If the Applicant, Mills River TH, LLC, will be purchasing the property, they should be listed as the purchaser in
this section and a sales agreement(required per 15A NCAC 02H .1042(2)(c)) should be provided, otherwise,the
applicant should be listed as the developer on the application. Please provide the sales agreement between the
property owner and "Triangle Land Partners, LLC". Updated section of application is attached with Triangle
Land Partners marked as the developer.
• 1x hard copy of the property deed.This item is required per Section VI, 10 of the Application.The property
owner is listed as"Harriette Lee Ray"on the application, but as"Carrie Lee Ray"on the Deed. Please either
provide an updated Deed,or revise the application.The provided deed is the current deed for the property.

Carrie Lee Ray is Hariette Lee Ray's father. He is deceased. I have attached the estate deed that shows that
Carrie Lee Ray is current owner of property. Her father left everything to her.
As these are minor items,these can be emailed in so that I can print them to add to your existing application.
NOTE:This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brough up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our
two reviewer positions is currently vacant).
