I'll work on this tomorrow—I was not able to get to this today because of afternoon meetings.
I don't want to get hung on semantics, but the individual who is legally responsible will be a person—not the
organization Blue Ridge Power. So just to be clear,we cannot update the legally responsible"party"to Blue Ridge
Power unless we issue a new COC. I can only update the person to be the person listed on the form,with the
assumption they are appropriately designated to take that responsibility on behalf of PGR. I'll proceed unless you
have any objections.

Okay, I understand. I will not be able to update the Permittee to Blue Ridge Power,though—the entity will have to
remain Pine Gate Renewables on the permit unless you want to get new COCs. I can update the legally
responsible person, as long as they have authority on behalf of PGR to assume that responsibility. Is it appropriate
to proceed with these updates, or do you need to pursue a new Certificate of Coverage to reflect that Blue Ridge
Power is the permitted entity?

Thanks so much for the quick response here. I can confirm that Pine Gate Renewables is still the upstream owner of the
project companies. However, our Engineering-Procurement-Construction (EPC) contractor, Blue Ridge Power, will be the
Legally Responsible entity as they are completing the actual work that is permitted with the NCDEQ.
Does that clear things up?

Apologies for the multiple emails, but I'm noticing that for all of these except West River,the original permittee is
Pine Gate Renewables. Did these sites experience an ownership change to Blue Ridge Power, or a company
name change from Pine Gate Renewables?
If that's the case,we are not able to do company name or ownership transfers for NCG01's;a new COC would be
required instead.
Please let us know so we can advise on best path forward.

I cannot find another COC for West River Solar—only NCC240881 (the substation),which you provided. It's
possible that one was never applied for or issued. According to our application records,we only ever received an
application for the Substation (one in Jan 2024,which was rejected, and one in Mar 2024,which was
approved/issued). If the project is still under construction,the responsible party will need to apply for NCG01
coverage.
Thankyou for letting us know about these updates. I can work on those today. Please be sure to mail in the original
copies.
There was no form filled out for NCC240881— please provide one if you need the legally responsible person updated for
that substation site as well. Currently it is Chris Dunbar.
I will let Tev investigate and respond about any outstanding fees if needed. Alternatively,you can enter each COC
number on our ePayments website to check that yourself—then you can pay right away if an invoice is owed. That
