Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project is located in a wooded area within the right of way of US 64 (Eastbound Lane) in Nash County. The project area runs along the toe of slope. Prevailing land uses in the area are agriculture, silviculture, and rural residential homesites. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: The project site is located at the toe of slope, adjacent to the eastbound lane of US 64 in Nash County, just east of the Franklin County line. An existing drainage network discharges stormwater from the highway median into a non -jurisdictional stormwater conveyance within the right of way. That conveyance ultimately discharges into a UT of Biddie Toe Creek. The stormwater conveyance has, over time, experienced significant headcutting that is currently encroaching upon the existing roadway fill for US 64. The upper section of the feature, closest to the roadway, has washed out to a depth of approximately 12 feet below natural ground elevation. Overall project length is approximately 175 linear feet. NCDOT proposes to stabilize the bed and banks of that conveyance to eliminate headcutting and erosion. To achieve this, the Department plans to use fill dirt and riprap to establish a gradual and consistent gradient from the discharge point to natural ground elevation upslope of the confluence with the jurisdictional stream. The majority of the work will be accomplished with a tracked excavator and a dump truck. A bulldozer may also be used to place fill material and perform final grading. The first step will be to perform clearing operations to allow access to the impacted feature. Once accessible the site will be graded as needed, filled to the desired elevation, lined with fabric, and plated with riprap. All disturbed areas will be seeded and mulched and monitored for vegetation establishment. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The most significant factor in this project's ability to limit future impacts will be accomplished by stabilizing the bed and banks of the existing stormwater conveyance to slow velocity and reduce sediment transport into the receiving waterbody. A key design element will involve identifying the proper natural ground elevation where riprap plating is no longer needed and stormwater can be allowed to sheetflow in a manner that does not impact the roadway or downstream water quality. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The department plans to clear for access on the west side of the stormwater conveyance. While it may be necessary to remove select trees on the other side, the majority of the disturbance associated with this project will be concentrated in one area to the maximum extent practicable. Disturbed areas will be seeded and stabilized per our NPDES Guidelines. I E.
