This cover letter requests a jurisdictional wetland and stream determination to obtain a Nationwide Permit
44, Mining Permit, and corresponding DWQ Certification and buffer authorization for impacts associated
with a mining permit expansion as the subject site. The EPCN has been submitted with the required maps
and information. A Buffer authorization request has also been submitted electronically. The impacts have
avoided and minimized to the extent that written concurrence may not be required, but we will need it for
the mining permit application. The entrance road may need an after the fact permit.
The owner has signed an Owner Authorization Form for the applicant, Pat Shillington, PE to act as his
representative and I am acting as the consultant to Mr. Shillington on this project. We can meet with you
on the site at your earliest convenience to review the wetland delineation data forms and stream
