Pitner,P.G., Regional Supervisor Water Quality Regional Operations Section Division of Water Resources,NCDEQ, MRO 610 East Center Avenue, Suite 301 Mooresville,NC 28115 RE: NOV-2024-DV-0299,Collection System Permit No. WQCS00009 Water and Sewer Authority of Cabarrus Co Collection System Cabarrus County Dear Mr. Pitner: 11 i WSACC is in receipt of the NOV for a Sanitary Sewer Overflow near 6266 NC Highway 49 North, Mt. Pleasant,NC. Below is a summary of background information and steps taken as a result of the overflow: 6266 NC Highway 49 North Pipe Break - The wastewater spill was caused by a contractor (BRS, Inc.) installing a new force main for Town of Mt. Pleasant as part of the Empire Drive Pump Station Project. In early June 2024, BRS was working to install the new Empire Drive Pump Station force main in the vicinity of the existing WSACC force main. The new force main from the Empire Drive Pump Station crosses the WSACC force main, and ties into a WSACC manhole for further conveyance downstream. BRS located the existing WSACC force main before BRS began excavating in this area. BRS excavated and exposed the existing force main on June 7, confirming its location. Between June 7 and June 10, a storm caused muck to dislodge from the excavation walls and accumulate around the existing WSACC force main. BRS broke the existing WSACC force main on the morning of June 10,as they failed to carefully relocate the existing WSACC force main as they were removing the muck from the excavation. - The referenced WSACC pump station and force main were finished in 2011,and no upgrades to this pump station are currently planned. The damage to the force main was caused by BRS failing to relocate and protect the existing WSACC force main as they were installing the new Empire Drive Pump Station force main. Page 1 of 2 - BRS broke the pipe and contacted WSACC at approximately 8:45 am on June 10. BRS started pumping the spilled wastewater into an adjacent manhole and created a catchment surrounded by a berm to try to contain the spill. Some wastewater seeped through the catchment area and made its way to surface water as documented in the spill report from WSACC to DEQ. WSACC personnel arrived at the scene and closed an isolation valve, stopping the spill at approximately 9:30 am. After WSACC closed the isolation valve, BRS finished dewatering the catchment and repaired the damage that BRS had caused to the existing WSACC force main. WSACC evaluated the downstream portions of Adams Creek to check for any adverse effects to wildlife and found no evidence of fish kills or other adverse conditions which had affected wildlife in Adams Creek. - The Town of Mt. Pleasant Empire Drive Pump Station project includes installation of a new pump station and force main. This is the only location where the existing WSACC force main and new Empire Drive Pump Station force main will cross. BRS has completed work in this area, so no further disturbance around the existing WSACC force main is anticipated as part of the Empire Drive Pump Station project. WSACC will continue to monitor this area, along with monitoring other areas throughout our system. WSACC will also continue to be proactive to protect our facilities and to take all steps possible to prevent future spills. Please let me know if you have any questions.
