First, it looks like your surveyor may have measured the two zones of the buffer (30 feet and 20 feet) from the center line of the creek. The two zones are supposed to be measured from the top of the streambank so that may affect your impacts and mitigation requirements. Second, you'll need to submit what's called a "Statement of Availability" (SOA) of mitigation credits from an approved mitigation bank in North Carolina. You don't pay for the credits until after you get the Buffer Authorization, but we need to know that the credits are available at this time. If you need assistance with this process let me know.
