Nowe114 SUBJECT: Proposed CMUD-North Mecklenburg Water Treatment Plant Project # 93-0558 Mecklenburg County The Technical Support Branch has reviewed the scoping letter for environmen- tal assessment for the proposed project. Our primary comment is that the mini- mum continuous (or instantaneous) release of 50 cfs from the Lookout Shoals Dam be maintained downstream of the proposed water withdrawal. The North Mecklen- burg WTP has an initial proposed withdrawal of 18 MGD (27.9 cfs) and a potential future withdrawal of 108 MGD (167.4 cfs). Existing and proposed dischargers in Lake Norman below the withdrawal will be given effluent limitations based on the minimum instantaneous release and the proposed WTP should not effect this flow. On October 27, 1992, representatives of Black & Veatch met with Ms. Linda Sewall of the Division of Environmental Health to discuss the project. She recommended that this scoping letter be submitted to present a description of the project to assist local, state, and federal regulators in the environmental review of the project. This letter provides introductory and background information about the project in order to obtain comments from concerned agencies. An environmental assessment will be prepared and submitted to the North Carolina Division of Environmental Health to address the comments and regulatory requirements of the various agencies. The North Mecklenburg water treatment plant will be located on a 151- acre site situated at the end of Babe Stillwell Farm Road, southeast of N.C. Highway 73, near Lake Norman. The plant will withdraw raw water from Lake Norman for processing and final distribution to the CMUD distribution system. The plant will be sized for 18 million gallons per day (mgd), with ultimate expansion to 108 mgd. The proposed project will include a raw water intake on Lake Norman, treatment facilities, treated water storage, high service pumping facilities, and raw and finished water transmission pipelines. The enclosed map shows possible intake locations and raw water transmission pipeline alignment, and the treatment plant site. Preliminary engineering studies are now underway to evaluate alternative Ms. Chris Baggett NC State Clearinghouse Page 2 B&V Project 19729.119 December 22, 1992 raw water intake locations and intake designs. Following the raw water study, a treatment plant study will be conducted to evaluate process alternatives and develop a preliminary plant design and layout. This will include the finished water transmission pipeline alignment and treatment plant siting. CMUD presently owns and operates a raw water intake on Lake Norman for the 1 mgd Davidson Water Treatment Plant, which will be abandoned when the new plant is put into operation. CMUD also owns a raw water intake on Lake Norman that was previously used for the abandoned Huntersville Water Treatment Plant. The location of these two intakes is shown on the attached map. The existing intakes, as well as several possible new intake locations, will be evaluated in terms of water depth and quality, environmental concerns, public relations issues, and capital and operating costs.
