This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. The area is generally rural with one significant discharger located = 4.0 miles downstream (NC0036277). The stream channel was 3-5 feet wide X 2-6 inches deep. Possible toxic impacts to surface waters: Past DWQ studies have shown WTP effluents to exhibit toxic characteristics. Residual handling and utilization/disposal scheme: Residuals generated at this facility are dewatered on -site and then stored in the storage lagoon until they can either be land applied or taken to an approved landfill. 3. Important SOC/JOC or Compliance Schedule dates: N/A 4. Alternative Analysis Evaluation a. Spray Irrigation: Insufficient area to handle waste flow. b. Connect to regional sewer system: The applicant has indicated that discharging to a nearby CMUD sewer is to be a "backup" to a stream discharge. The WWTP serving the adjacent sewer line has little remaining capacity (less than 0.200 MGD), although an expansion is underway. If the WTP is capable of complying with the effluent limitations set forth by the Division, and the discharge to the sewer line might cause overloading of the WWTP (as well as possibly disrupting treatment at the WWTP), then a continued discharge to surface waters is the most viable option. C. Subsurface: Insufficient area for the amount of discharge. PART IV - EVALUATION AND RECOMMENDATIONS The applicant, CMUD, is requesting the renewal of the subject permit to discharge wastewater (filter backwash water) from a WTP located in Mecklenburg County. The WTP was built with an initial flow (treatment capability) of 18.0 MGD with an ultimate design flow of 108 MGD. There have been no changes to the W WT system which serves this WTP since the permit was originally issued nor are any proposed in this renewal. This plan includes the residuals handling for both the Wastewater Treatment Plants and Water Treatment Plants. The Sludge Management at the North Mecklenburg Water Treatment Plant is as follows: 1. Solids generated from the water clarification process are discharged to gravity thickener then discharged to a holding lagoon. 2. Solids generated from backwash water are clarified and solids go to gravity thickener, then discharged to a holding lagoon. Clarified water goes to the NPDES discharge point. 3. Solids from the holding lagoon are removed by a contractor to be land applied as liquid or belt pressed on site to be land applied or taken to approved landfill. 4.
