November 29, 2005. This permit modification documents the name change of the above reference facility.

unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General
Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency.

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
Charlotte -Mecklenburg Utility Department
is hereby authorized to discharge wastewater from a facility located at the
Lee S Dukes WTP
7980 Babe Stilwell Road
Huntersville
Mecklenburg County
to receiving waters designated as McDowell Creek in the Catawba River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective December 2, 2005.
This permit and authorization to discharge shall expire at midnight on February 28, 2010.

The Charlotte -Mecklenburg Utility Department is hereby authorized to:
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked. As of this permit issuance,'any previously issued permit bearing this
number is no longer effective. Therefore, the exclusive authority to operate and discharge
from this facility arises under the permit conditions, requirements, terms, and provisions
included herein.
1. Continue to operate a water treatment plant with a discharge of filter -backwash
wastewater, excess rainwater and supernatant from the alum sludge storage
lagoon. This facility is located at the Lee S Dukes WI? on Babe Stilwell Road
near Huntersville in Mecklenburg County.
2. Discharge from said treatment works at the location specified on the attached
map into McDowell Creek, classified WS-IV CA waters in the Catawba River
Basin.

1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream.
2. The Total Residual Chlorine limit will become effective October 1, 2006 (18 months following the effective
date of the permit).
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

Good afternoon all, I am thrilled to announce that the North Mecklenburg Water Treatment
Plant (located at the end of Babe Stilwell Farm Road in Huntersville) has been off i �x
RENAMEQ as the Lee S. Dukes Jr. Water Treatment Plant.
Mr. Dukes, 85, was a Utilities employee for three decades and was the department's Director
from 1974 until he retired in 1980.
He was completely surprised by today's renaming announcement and best wishes from
Utilities Director Doug Bean, City Manager Pam Syfert, about two dozen members of his family
(who had been hidden away inside the Blue planet) and numerous Utilities employees,
including many long-time staff and retirees who worked with Mr. Dukes. (He had been driven
to the plant under the guise of attending a general employee recognition ceremony.)
"I am in heaven," he declared after hearing the READ announcement. "I think this is wonderful.
I just appreciate the people I worked with, and for, over all of these years.R
Mr. Dukes was chosen as namesake for this plant because of his legacy of dedicated public
service with the City and in the water/wastewater profession. During his career with the City he
worked as a chemist and supervised the water and sewer treatment plants in several
leadership positions. He was was particularly known for urging employees to seek and obtain
continuing education, including their professional treatment certifications. He was active in
committees with the AWWA and the WEF, was published many times and received numerous
recognitions and honors, including the AWWA Fuller Award, the WEF Bedell Award and the
J.M. Jarrett Award, (a joint award from the NC AWWA/WEA and the NC Public Health
Association).
Mr. Dukes left Utilities briefly during 1965-68 to work in the Chief of Engineering
Section/Sanitary Engineering Division of the N.C. Board of Health, which regulated water and
wastewater treatment plants statewide. But he came back to us, serving as Assistant Director
in 1973-74 before becoming Director for the final six years of his career. During his era as
Director, our system underwent plenty of growth and numerous upgrades including the
addition of the Mallard and McDowell wastewater treatment plants.
An avid fisherman, wood carver and gardener (just a few of his many talents), Mr. Dukes is
a Branchville, S.C. native and widower with three grown children and four grandchildren. He
graduated from Derita High School in Charlotte, earned a bachelor's degree in chemistry and
biology from Davidson College and served in the U.S. Navy during World War II.
