Subject: NPDES Permit Modification

North Mecklenburg WTP
Mecklenburg County
Division personnel received your request to modify the subject permit on July 18, 2001. After a review of the
turbidity data you submitted, the Division does not object to your request. Accordingly, the subject permit has been
modified as follows:
➢ Instream monitoring for turbidity has been deleted and replaced with a turbidity limit of 50 NTU at the
effluent.
Please find enclosed the revised effluent page. The revised page should be inserted into your permit. The old
page may then be discarded. All other terms and conditions contained in the original permit remain unchanged and
in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-
215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North
Carolina General Statutes, filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.

1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream.
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

Dear Mr. Weaver,
Based upon discussions with you via telephone with Randy Hawkins North Mecklenburg
Wastewater Treatment Plant ORC, on July 12, 2001, we would like to submit a change for our
North Mecklenburg Water Treatment Plant NPDES permit # NC0084387.
We are requesting that you consider our NPDES monitoring to consist of only the effluent
sampling and for us to cease taking upstream and downstream samples based upon our plant
performance.
Attached is two years worth of data showing our effluent turbidities. The turbidities are
consistently below 50 ntus. If we somehow exceed 50 mus as per our conversation we would
report the incident as a violation.
