Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly,
we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes no major changes from the draft permit sent to you on December 21, 2004. Please make
special notice that this permit includes an effluent limit for Total Residual Chlorine, but this limit will not become
effective until October 1, 2006 (18 months following the effective date of the permit).
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you,
you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this
letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be

All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked. As of this permit issuance, any previously issued permit bearing this
number is no longer effective. Therefore, the exclusive authority to operate and discharge

I. The discharge from this facility shall not cause turbidity in the receiving stream -to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream.
2. The Total Residual Chlorine limit will become effective October 1, 2006 (18 months following the effective
date of the permit).
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

C. Describe receiving stream features and pertinent downstream uses: Flow
observed at the proposed point of discharge. The area is generally rural with one
significant discharger located - 4.0 miles downstream (NC0036277). The stream
channel was 3-5 feet wide X 2-6 inches deep.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

previous two years: There have been no ATCs issued to this facility in the past
two years.
e. Description of existing or substantially constructed WWT facilities: The existing
WWT facilities consist of a surge/equalization tank followed by a clarifier, a
gravity thickener, a flow totalizer, and a sludge storage lagoon.
f. Description of proposed WWT facilities: There are no WWT facilities proposed at
this time.
g. Possible toxic impacts to surface waters: Past DWQ studies have shown WTP
effluents to exhibit toxic characteristics. P&E should give some consideration to
including a toxicity testing requirement in the renewal of this permit.
h. Pretreatment Program (POTWs only): Not Needed.
2. Residual handling and utilization/disposal scheme: Residuals generated at this facility are
dewatered on -site and then stored in the storage lagoon until they are land applied by
Synagro under the terms and conditions of DWQ permit no. WQ000057.

PART III - OTHER PERTINENT INFORMATION
1. Is this facility being constructed with Construction Grant Funds or are any public monies
involved (municipals only)? Public monies were used in the construction of this facility.

2. Special monitoring or limitations (including toxicity) requests: None with the exception
of the toxicity consideration noted in Part II, No. 1(g) above.
Important SOC/JOC or Compliance Schedule dates: This facility is neither under an SOC
nor is one being considered at this time.
4. Alternative analysis evaluation
a. Spray Irrigation: Insufficient area to handle waste flow.
b. Connect to regional sewer system: The applicant utilizes a nearby Charlotte -
Mecklenburg Utilities (CMU) sewer line as a "backup" to the stream discharge.
The WWTP serving the adjacent sewer line has limited capacity, therefore, a
discharge to the sewer line is only used when the permittee is cleaning clarifier
weirs and troughs when effluent quality would most likely exceed permit
limitations. Such being the case, if the WTP is capable of complying with the
effluent limitations set forth by the Division, and a total discharge to the sewer
line may result in overloading and possibly operational disruption at the WWTP,
then a continued discharge to surface waters is the most viable option.
C. Subsurface: Insufficient area for the amount of wastewater that is generated.
PART IV - EVALUATION AND RECOMMENDATIONS
The applicant, CMU, is requesting the renewal of the subject permit to discharge
wastewater (filter backwash water) from a WTP located in Mecklenburg County. The WTP was
built with an initial treatment capability of 18.0 MGD with an ultimate design flow of 108 MGD
(current treatment capability is 25.3 MGD). There have been no changes to the W WT system
which serves this WTP since the permit was originally issued nor are any proposed in this
renewal.
Pending receipt and approval of the draft permit, it is recommended that the permit be
renewed as requested.

The removal of solids from the lagoon at the North Mecklenburg W.T.P. is typically
done on a quarterly basis. During higher production rates at the facility solids maybe
removed during this time as well. The solids are removed from the facility by tanker
truck and then land applied.
The solids are removed under contract by Synagrow, Corporation. The Utility
department has a contract with them for all of the solids handling for both water
treatment and wastewater treatment. If you have any specific questions on the solids
handling, please contact Trille Mendenhall at 704-391-5069. Trille Mendenhall
coordinates all of the solids handling for Charlotte -Mecklenburg Utility.
