Good afternoon Jamey and Daniel, This correspondence is in reference to the monitoring report and credit release request submitted for the RES Yadkin 01 Umbrella Mitigation Bank, Green Mesa Mitigation Site, Action ID SAW-2017-01466. The purpose of this letter is to transmit comments provided by the NC Interagency Review Team (NCIRT) during the review of the monitoring report and to confirm the annual credit release. The review of the annual monitoring report followed procedures outlined in Section 332.8(o)(9) of the Mitigation Rule. The comments listed below were provided by the NCIRT during this process. While it is not necessary to provide a response to specific comments at this time, please be sure to address the issues raised in future monitoring report submittals. Maria Polizzi, NCDWR 1. In video 2, at approximately 1:20 you can see a white truck with a trailer and a short gravel drive or construction entrance. Is that gravel entrance outside of the easement? It is difficult to tell from the video. If not, please make sure this is removed and vehicles are not parked within the easement. 2. Please confirm that extra stakes have been removed since veg plot photos were taken. 3. Please be sure to include discussion of any supplemental seeding in next year's monitoring report. It appears that some areas (especially in P2 cuts) that may need some touch up to provide additional stabilization and prevent rilling. But it is still a bit early to tell based on video from February, so just keep an eye on it. 4. Are there photo points for the ford crossing? If not, can these be included? Is there a gate on both sides? Only one can be seen in the video. David McHenry, WRC 1. Aggradation/split apparent in meander repair on FF1A near station 8+50. 2. Rock toe right bank somewhere near powerline crossing may be seeing erosion in behind (FF1D). 3. Head cut may be forming near top of FF4A (maybe sta. 1+10) above that long stretch where the left bank was not disturbed. 4. I did notice in the report that the DOT culvert pictures on DD4are both inlet perspectives. I believe they probably intended an outlet photo instead of a duplicate of the inlet(?). This culvert has a backwatered outlet, which is good, and hopefully stays that way, though from drone footage you can see a split channel forming (retained?) at tail of the pool. With so many easement breaks it would be helpful to have all the crossing types called out (ford, culvert, etc) and utilities shown on the map. 2. Add photo points to all crossings and include on the CCPV. 3. Please QA/QC cross section graphs. Some are missing LTOB line and some titles have the wrong stream label. 4. FF1-B was proposed for Enhancement III activities with no channel work, but the CCPV shows the channel with a typical restoration sinuosity. On the record drawing cover page, the channel appears to be in the existing condition with no change. I would have expected this channel to look similar to the other EIII channels on the CCPV. Please update the CCPV to only include the accurate channel. The FF1-B label on the CCPV is also confusing and indicates the channel starts within EII credit. 5. Lower FF1-B, FF1-C, the middle of FF5-A, and upper FF3 are not included in the plan sheets. Why? Though minimal stream work was completed, these reaches are part of the project and should be included. Based on our review of the monitoring report and the results of the NCIRT review, we confirm that you have satisfied requirements included in the approved banking instrument and mitigation plan for this site. Accordingly, with this correspondence we confirm the release of credits as shown on the table below and on the attached credit release schedule.
