Darn it, I thought I had corrected everything.Anyway,the requested info is attached.The numbers should check.
I actually just got off the phone with my Client(Bill Treweek) a few minutes ago. He has an attorney working on the
NCSOS documents and thinks it will be corrected either today or tomorrow. He even mentioned that they may get on of
the other members to sign the form. At any rate, I think we should request a one week extension to make sure this is
handled in the time frame. I will let you know the minute it has been corrected.That allows us some time to get a
different Member signature if it comes down to that.
My recommendation was to have it corrected on NCSOS because that info should be right anyway and you can process
the forms as submitted.

Onslow County GoMaps webpage shows this cul-de-sac as part of this property and parcel (PARID 032113). You'll have
to provide documents(recorded deeds, maps)to show a different owner of that cul-de-sac area in order to exclude it.

After I spoke with you yesterday I talked with both the Surveyor and the Owner(Bill Treweek). After additional deed
research,it turns out that the existing cul-de-sac is not part of the property being developed for the Highlands, Section
II. Castlebury(or its developer) owns the cul-de-sac. I showed it as being part of this project because that is how it was
given to me initially. Mr.Treweek has confirmed that he does not own the cul-de-sac.So,the only way I see to handle
this is to remove the cul-de-sac property from the project limits and recalculate the areas. This will not change my Lot
BUA's because I allowed for future and I can take it out of there. It will affect the areas minimally anyway. Let me know
if you have a problem with this approach.This is a little different than we discussed, but appears to be the correct way
to handle it.
I apologize for any confusion. We have had to sort out a mess that someone else made,which I am sure you are familiar
with. I still plan to go by NCDENR and look at the Castlebury files today because I need to see them anyway. I also
realize that there may be permitting issues in adjacent subdivision(s)which my Client is not involved in. My Client does,
however, know how to get in contact with the Castlebury developer if that will help.
As of now, I intend to have everything re-submitted before the initial deadline.

de-sac Right-of Way is actually the property line, thus the cul-de-sac is not owned by

PROJECT NARATIVE (Revision#2)
The Highlands at Queens Creek, Section II (Lots 1-46)
Onslow County
Hubert, North Carolina
Ladies and Gentlemen:
The Highlands Section II, is a proposed low density residential subdivision. An adjacent
subdivision, Kingsbridge II, Sections 1 through 4, 4A, 5 & 6 is in various stages of construction
and permitting. The original phase of The Highlands at Queens Creek is permitted under
Stormwater Permit No. SW8 070803 and Sedimentation/Erosion Control Permit ONSLO-2008-
051. It is also adjacent to the proposed project. The Highlands at Queens Creek, Section II will
consist of a total of 46 residential lots.
This project is located adjacent to Inverness Drive which is approximately 1.5 miles
north/northwest of the intersection of Queens Haven Road (SR 1576) and Queens Creek Road
(SR 1509). The total property area within Section II is approximately 68.27 acres. Since the
project lies in close proximity to Queens Creek, the built-upon area will be limited to 12%.
As previously mentioned, this will be a low density project that utilizes grass swales to
accommodate stormwater runoff. Roadside swales will collect runoff from streets, drives and
other impervious areas. Runoff will flow to lot line swales, where it will be effectively infiltrated.
A 50 foot vegetative buffer is provided between the non-direct discharge areas and surface
waters. There is a substantial amount of wetlands at this site. However, no wetlands will be
disturbed. A 50 foot buffer is provided between any development and surface waters. The
project drains to Queens Creek (SA/HQW), which is part of the White Oak River Basin. It is
anticipated that a total of approximately 24 acres will be disturbed during construction. This
includes land disturbance for all streets, houses, yards, drive, septic areas and utilities. Erosion
and sedimentation control measures will consist of skimmer basins, silt fence and vegetative
filters.
Water service will be provided for each lot by ONWASA. Wasterwater disposal will be treated in
either an on-site septic system, off-site larger septic system or at a nearby private treatment
plant. The proposed subdivision will have all three of these options available.

The Wilmington Regional Office received an Express Stormwater Management Permit Application for
The Highlands at Queens Creek, Section II on March 4, 2015. A preliminary review of that information
has determined that the application is not complete. The following information is needed to continue
the stormwater review:

1. 15A NCAC 02H.1008(c)(1): The plans indicate that the cul-de-sac of earrterbary Lane will be
within the property boundary associated with this project. Please confirm that the impervious
area associated with this cul-de-sac within the property boundary has been appropriately
accounted for within this project. Please note that it appears that a portion of the 68.54 acre
property was previously approved under SW8 971201 for Phase III of Canterbury.
2. 15A NCAC 02H.1003(e): The Annual Report for Northern Investors Group, LLC from the NC
Secretary of State's (NC SOS) Corporation Database indicates that Neighbor Home and Realty,
Inc. is a member of this LLC. However, Neighbor Home and Realty, Inc is not registered with
the NC SOS. The application and supporting documentation indicate that Neighborhood Homes
& Realty, Inc is a member. Please confirm the member of Northern Investors Group, LLC. This
can be done by correcting the documentation filed with the NC SOS, by providing additional
official documentation from the LLC, or one of the other members of Northern Investors Group,
LLC listed with the NC SOS can sign the paperwork.
3. Due to the relatively minor nature of these comments, the express additional information review
fee has been waived.
4. Please keep in mind that changing one number may change other numbers and require the
calculations, supplements, and other supporting documentation to be updated. Verify all
numbers are correct to ensure consistency in the application documents.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received in this Office prior to March 18, 2015, or the application will
be returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need additional time to submit the information, please email or fax your request for a time

of the outlet swales.

Dear Mrs. Hall:
We are hereby submitting a completed Stormwater Management Permit Application
Form for the above referenced project. As discussed during the scoping meeting, we
revised the Project Area to exclude Lot 106 of the Highlands. This reduces the overall
Project Area by about 0.53 acres. The Street BUA and Allowable BUA were also revised.
This is reflected on the Plans, in the Project Narrative and in the Application itself.
Finally, we added additional instructions to the Swale System Maintenance
Requirements. Please find attached a check made payable to NCDENR for $2,000.00

Kyle and Bill;
In lieu of having Bill,the applicant,at the meeting today, we agreed that a summary of the meeting would be provided
in order to keep Bill in the loop. Please note for future Stormwater submittals through the express program, applicants
are required to attend the submittal meetings unless prior approval is given or arrangements are made to summarize
the meeting in a conference call with the application at the conclusion of the meeting.
Kingsbridge SW8 890414—Plan Revision
My notes had indicated this would be submitted to the Express program. Kyle had it prepared to add to the current
application in house. This revision cannot be combined with the application in house due to the fact that the current
application in house has already been reviewed once and the requested additional information has been submitted. A
separate plan revision will need to be submitted.
In order to submit a plan revision to following items will be needed:
• A plan revision form with the original signature of the current permittee (the HOA)
• A cover letter describing the revisions
• Two copies of the plans
The plan revision may be mailed in to the regular program for free or an express submittal may be scheduled ($500 fee).
Kingsbridge—the 2 new phases
The following items were noted during the Express submittal meeting and need to be addressed prior to acceptance into
the Express program:
• Remove the overlap in project areas between the two Kingsbridge permits. The road improvements on the lot
ROB within the SW8 890414 permit was also included in this project area.
• The NHW/MHW line needs to be confirmed by DCM
• The 50' buffer from the NHW/MHW needs to be delineated for those lots within this section of the subdivision.
• The coastal wetlands need to be confirmed by DCM
• Add items or conditions to the O&M agreement specific to the operation and maintenance of the proposed
energy dissipater device.
Once the representative with DCM is contacted and a better timeline is provided for the confirmation of the NMH/MHW
and the coastal wetlands, Kyle will need to contact us to schedule a new submittal date to mail in or drop off the project.
Highlands Phase II—the new phase
The following items were noted during the Express submittal meeting and need to be addressed prior to acceptance into
the Express program:
• Remove the overlap in project areas between the two Highland permits. The road to be added on the lot 106
within the original Highland permit was also included in this project area.
• Add items or conditions to the O&M agreement specific to the operation and maintenance of the proposed
energy dissipater device.
It was agreed that the revised Express submittal would be delivered to this office by noon on Weds, March 4th

I wish I had the time to look over draft copies. Any review will have to wait until the submittal. If you have specific
questions, I'll try my best to answer them. If you'd like another scoping meeting, we can certainly arrange that too.
I don't imagine it should be that complicated once you sit down to look at it. You know the total amount of BUA. You
can identify where runoff from the BUA is going so you know how much is directed to a swale or pipe. You should be
able to quantify the vegetated areas to see if they match the disconnected requirements. If it does get too
cumbersome,you certainly have the second option of providing effective infiltration using one of the 3 options listed in
the guidance.

So impervious surface either is or is not disconnected. It is disconnected if it meets at least the Type 1
criteria in the chapter and it is not if it doesn't. So, if 75%of the BUA is graded to flow into grassed areas
that are at least the size that is specified in the chapter and 25%of the BUA drains to a swale or pipe,
then the site would be 75%disconnected. i hope that makes sense... let me know if you have other
questions.
I also got additional confirmation that the 60%is based on the BUA and not project area.

to the surface waters.

Please find attached the Express Scoping Meeting Request for two projects: Kingsbridge II,
Sections 5 & 6 and The Highlands at Queens Creek, Section II. I am including the Preliminary
drawings and Project Narrative for Kingsbridge II Sections 5 & 6. Both of these sections will be
permitted as one subdivision. The Highlands Section II will be permitted separately. Both of
the projects are adjacent to each other. They are very similar in characteristics so I was
hoping I could discuss them both in one Scoping meeting. They are being subdivided from
the same parcel of land, they are right beside each other and I will submit for permits around
the same time. Let me know it that is a problem. I just want to save NCDENR as well as myself
some time.
If you could go ahead and get me one Scoping Meeting date and time for both of these,
that would be great. i don't know if I'll go express erosion or not, but it would be good to
have someone there.
I will follow up with a drawing and a narrative for The Highlands, Section II.
