Detailed Description of why the project cannot comply A portion of the 2" force main was inadvertently laid meeting the NC Plumbing code in leu of the 15A NCAC 02T Minimum Design Criteria for the permitting of Pump Stations and Force Mains. The force main was raised to meet minimum separation from a storm line thus decreasing the available cover from final grade. While evaluating the as -built information, the area in question had asphalt installed and is not accessible to lower. Detailed Description of how the alternate design will meet the requirements of 15A NCAC 02T .0105(n) The alternate design will provide the following: (1) equal or better treatment of the waste — the wastewater was designed to be treated by the City of Burlington's public treatment plant and will continue to do so. Therefore, the treatment of the waste is equal. (2) equal or better protection of the waters of the state — the 2" force main will not be subject to any adverse traffic loading due to decreased burial depth (as calculated in the following information). Therefore, the proposed design will provide equal protection to the waters of the state. (3) no increased potential for nuisance conditions from noise, odor or vermin - the 2" force main will not be subject to any adverse traffic loading due to decreased burial depth (as calculated in the following information). Therefore, the proposed design will not increase the potential for nuisance conditions from noise, odor or vermin.
