Hi Mr Thomas, Thanks again for taking my call yesterday and below please find response to your email 1. Work done to date — limited to removal of the existing boathouse due to its disrepair and safety concerns. No other work has been performed. We had a structural engineer evaluate the boathouse originally and it was deemed unusable and a hazard. The owner and myself were fearful of this structure falling either into lake or onto neighboring property as this is on the edge of a cove so the waves here have some high impact. In addition the neighbor at that time was removing his trees in the buffer zone and preparing to install new seawall and docks adjacent to the property line. As you may see in the pictures provided with my application the base of the structure had multiple block courses separating and leaning. We dismantled when we had a large enough machine onsite prior building the house. Logistically, once the house foundations were erected, we could no longer get a large machine to the waterfront from our property to dismantle safely. We appreciate your understanding. 2. Surface Waters Impacts a. Boathouse- we are going back into the same footprint of prior boathouse which is 14'x24' = 336 square feet b. Seawall- the corrugated system is 1ft front to back and we have 44 lineal feet of wall system being 2 ft vertical in water. So 44 square feet as a horizontal section and 88 square feet profile. c. RipRap- yes existing will remain, due to install of seawall we will place new rip rap on right side = 20 square feet d. Dock — there is a new dock over water on the interior of the boathouse covered by roof. Total new covered dock = 90 square feet 3. Riparian Buffer Impacts a. Boathouse- 336 square feet b. Seawall- 44 Square feet. note: we do have temporary impacts to install wall tie backs which is the 14 square feet I listed in PCN. c. Riprap- new rip rap = zone 1- 20 square feet d. Walkway -Zone 1 = 3ft W x 30ft long = 90 square feet. Zone 2 = 3ft W x 20ft long= 60 square feet Please let me know if any further clarifications and will respond immediately in efforts of getting this approved. We look forward to minimize any further impacts or erosions and getting the seawall installed will help. Your application is considered incomplete, and I require additional information before I can proceed. Please provide a response to this request within 30 days. This project will be considered on hold until a response is received. • DWR received a complaint that work had already began on -site. A collegue performed a site visit to invesitage and it appears that work on the dock and boat house had already begun. Work in surface waters and riparian buffer areas should not begin until all approvals have been obtained or are considered deemed allowable acitivites under the Table of Uses. Please describe the work that has occurred onsite to date. The submitted application only requests impacts to the Tar -Pamlico Riparian Buffer. However, impact maps indicate that work is propoed along the shoreline and in the lake iteself to install a seawall, riprap, boathouse, and dock. o Please provide the square footage impact amounts to surface waters for each of the following impacts: ■ Boat House: SF (Is the new boathouse expanding from the existing footprint?) Seawall: SF Riprap: SF (Riprap was not indicated in your PCN but appears on the impact maps. Is it existing?) Dock: SF (Is the dock expanding from the existing footprint?) • The submitted application indicates impacts to the riparian buffer, but the PCN amounts do not appear to match those in the provided impact map. o Please confirm the following riparian buffer impact amounts: ■ Boat House: SF — Zone 1 (Is the new boathouse expanding from the existing footprint?) ■ Seawall: SF (full length x width amount) ■ Riprap: SF — Zone 1 (Riprap was not indicated in your PCN but appears on the impact maps. Is it existing?) ■ Walkway: SF —Zone 1 & SF — Zone 2 (The width appears to be 3 feet wide, but impact maps do not show the length. Please provide the SF of impact in Zone 1 & Zone 2 seperately) If you have any questions or would like to discuss via a phone call, please let me know.
