Please respond to the items listed below with 30 days of receipt of this request. Please note that the application will be considered "on hold" until receipt of a complete response. 1. The response provided does not completely consider the Division's original question. Please explain why the lots adjacent to these areas cannot be reduced/removed, thereby allowing the fill slope and the public trail to be relocated outside of the wetland/streams, or reduce the wetland/stream impacts. The response provided assumes the lots/development fill is necessary but as noted in the original request the Division's question is "given the size of the overall project and the number of residential structures, it appears that a slight reduction in lots/redesign of the overall project to avoid these areas may be practical". 2. The Division appreciates the narrative response on how temporary impacts to wetlands and streams will be restored. The Division's experience is that contractors who will responsible for restoration will be provided with plans, not permitting communications. Therefore, please provide a stream restoration detail for the utility line installation, and dewatering stream impact locations and a wetland restoration detail for utility line installation wetland impact locations. 3. Please explain the need for the increased culvert length at culvert replacement locations Impacts S10 and S13. 4. For all proposed permanent culverts, the profile design drawings provided do not provide the information previously requested so that the Division may confirm that water quality standards will be maintained. Please label the profiles with impact locations. Please show the natural grade above and below the culverts, and the riprap proposed within the channel. Please also note that the Division prefers that culverts greater than 2.5% slope be placed "at grade" and not buried. Please reference the Division's standard culvert requirement language: Placement of culverts and other structures in streams shall be below the elevation of the streambed by one foot for all culverts with a diameter greater than 48 inches, and 20% of the culvert diameter for culverts having a diameter less than or equal to 48 inches, to allow low flow passage of water and aquatic life. If the culvert outlet is submerged within a pool or scour hole and designed to provide for aquatic passage, then culvert burial into the streambed is not required. For structures less than 72" in diameter/width, and topographic constraints indicate culvert slopes of greater than 2.5% culvert burial is not required, provided that all alternative options for flattening the slope have been investigated and aquatic life movement/connectivity has been provided when possible (e.g. rock ladders, cross -vanes, sills, baffles etc.). Notification, including supporting documentation to include a location map of the culvert, culvert profile drawings, and slope calculations, shall be provided to DWR 30 calendar days prior to the installation of the culvert. 5. The response provided does not address the Division's specific questions. Please submit a sufficient response to the original request.
