Box 279 Fetzgerald, GA 31750 Subject: Compliance Evaluation Inspection Southern Veneer—Moncure Plywood—WWTP NPDES Permit NCO023442 Chatham County Dear Mr. Adams: On June 14,2024,Danny Smith from the Raleigh Regional Office(RRO) of the Division of Water Resources (DWR) conducted a compliance evaluation inspection of Southern Veneer Specialty Products treatment facilities located at Southern Veneer—Moncure Plywood in Chatham County,NC. The purpose of this inspection was to ensure compliance with the subject NPDES permit. During the inspection,the presence and cooperation of Randall Craig Jarrell Operator in Responsible Charge(ORC) and Jadie Andrews were helpful and appreciated. The Southern Veneer—Moncure Plywood Wastewater Treatment Plant(WWTP)is located at 306 Corinth Road,Moncure in Chatham County,North Carolina. The subject WWTP is class WW-I facility with a permitted effluent flow of 0.008 MGD. Through NPDES permit NCO023442 Southern Veneer Specialty Products is authorized to discharge treated wastewater through outfall 001 to receiving waters designated as Haw River,classified as class WS-IV within the Cape Fear River Basin. This NPDES compliance evaluation inspection consisted of the following: • Review of the NPDES permit, • Review of the owner/facility information, • Review of March 2021-April 2024 monitoring data and compliance history, and • On-site inspection of the wastewater treatment facility. Findings during the pre-inspection file review were as follows: 1. The current NPDES permit was issued effective February 01,2024, and will expire September 30, 2028. (The permittee will need to submit a permit renewal application at least 180 days prior to the expiration of the permit.Authorization to continue discharge and to continue operations under the existing expired permit is automatic once the permit renewal application is received by DWR. This is provided the renewal request is received by DWR at least 180 days prior to permit expiration.) The treatment units listed in the permit include the following: The WWTP facility consists of four(4)4000-gallon concrete tanks, four(4)29-GPM submersible TDH dosing tank pumps, eight(8)E-Z treat pods,UV disinfection,a 2000-gallon concrete effluent pump tank,two(2)29-GPM submersible TDH effluent pumps, 51-GPM floating TDH lagoon decant pump, and effluent flow meter. 3. The Southern Veneer—Moncure Plywood WWTP has operator designations for Randall Craig Jarrell, Operator in Responsible Charge(ORC) and Kenneth Chad Leinbach,Backup ORC (bORC). Randall Craig Jarrell, ORC has a WW-4 Certification(Cert#7837) and Kenneth Chad Leinbach, bORC has a WW-2 Certification(Cert 29210). The certifications for both operators are current and listed as active. 4. Provided for your reference is an attached copy of the current facility contacts(Owner,Facility Contact,Permit Contact, Signatory Authority Contact and ORC designations). It is the inspector's understanding that the information depicted for Facility Contacts are not current and need to be updated. Please review and update the names,phone numbers and contact information, as appropriate. Provide this information by email to Danny Smith(danny.smithkdeq.nc.gov). This office will forward the provided information to the appropriate Central Office personnel so it can be entered and updated to the facility contact database. Your email should clearly state that you are requesting the following changes: 1) Request the removal of persons that are no longer applicable to each respective contact category(Facility Contact,Permit Contact,Permit Billing Contact,Persons with Signature Authority), and 2) request the addition of persons by listing/identifying their contact name,title, address,phone number and email by each appropriate contact category. Note: The current wastewater operator designations appear to be correct,matching current system operations. For the review period March 2021 through April 2024,the eDMR review revealed seven(7) limit violations and zero(0)failures to monitor. The limit violations were for exceedance of daily fecal coliform limit(12/20/2021, 12/27/2021, 04/03/2023 7/11/2023, 01/23/2024),and for two violations for ammonia nitrogen, 12/27/2021 (daily) and 12/31/2021 (monthly). The required Annual Administering and Compliance Monitoring Fee for the current billing period has been paid. There are no overdue fees. This fee is paid through 02/28/2025. Findings during the inspection were as follows: 7. Mr. Randell Jarrell(ORC)maintains logbook to record daily plant operations including calibrations and field data collections/results (e.g.pH, dissolved oxygen and temperature). 8. Eurofins conducts the analyses for all required parameters except field parameters(Certification 591). 9. Meters(pH and dissolve oxygen)used for effluent monitoring were not onsite/available for review during the inspection. It was explained that temperature is also collected with the meter and that it is calibrated against a NIST certified thermometer. Please ensure the thermometers used are NIST certified, calibration dates are clearly documented, and this information is readily available for review. 10. The inspector reviewed/compared the February 2024 and August 2023 eDMR data against field data and analytical results. The pH data reported for August 14,2023, as depicted on the eDMR, did not match the ORC's logbook recorded results. Please, re-submit(amend)your eDMRs for August 14, 2023 monthly report(eDMR). (Specifically, please correct the transcription error for the final effluent pH data for August 14, 2023) If you have any questions regarding this matter,please do not hesitate to contact Danny Smith at(919) 791-4248. 11. During the walk-through of the wastewater plant,the inspector observed the following: a. Four(4)4000-gallon concrete tanks, four(4)29-GPM submersible TDH dosing tank pumps, eight (8)E-Z treat pods,UV disinfection, a 2000-gallon concrete effluent pump tank,two (2)29-GPM submersible TDH effluent pumps, and effluent flow meter. The treatment units were observed to be present and in operation with the exception of the 51-GPM floating lagoon decant pump. The lagoon decant pump is no longer present and the lagoon is no longer use. It was by explained by Randell Jarrell and Jadie Andrews that the pump has been removed, solids have been removed from the lagoon, and the lagoon is no longer in use. Disinfection. The facility's treated wastewater is disinfected prior to discharge using a UV disinfection system. This system has 4 UV bulbs that are cleaned weekly by ORC. Two(2)backup bulbs/tubes were onsite and available for use as replacements. Mr. Jarrrell explained that the facility has plans to replace the current UV disinfection system with a newer system. The expectation is for this new UV system to be easier to operate and maintain(e.g.bulb changeouts and cleanings). No issues of concern were observed with the disinfection system. c. Flow measurement. Effluent flow is reported on the eDMR. The flow meter was last calibrated on May 7,2024,by Craft Environmental Group(Max Craft). Please continue to ensure flow meter calibration is accomplished annually and calibration documentation is maintained on-site and available for review. d. Sampling. As required by the subject permit, effluent sampling is achieved by grab sample at the effluent pump tank. (Note: The monitoring requirements for subject permit(NC0023442)does not require Upstream and Downstream monitoring.) The overall condition of the subject facility was compliant with the NPDES permit requirements as observed on the day of the inspection.
