Director NORTH CAROLINA Environmental Quality July 2, 2024 Delivered electronically via email to: courtneyd(a)_cityofws.org Ms. Courtney Driver — Utilities Director Winston-Salem/Forsyth County Utilities Commission P.O. Box 2511 Winston Salem, North Carolina Dear Ms. Driver: On June 21, 2024, Division of Water Resources staff Caitlin Williams completed a review of the 2023 residuals annual report. This review mostly reflects compliance with the subject permit. The following item of concern was noted: A. Staff determined that the Sodium Adsorption Rate (SAR) calculations provided were incorrect. A conversion factor was calculated incorrectly, resulting in all reported SAR values being incorrect. Mrs. Williams provided the correct calculations. Staff have no concern for the quality of residuals distributed in the 2023 calendar year. Moving forward, use the correct calculation to determine SAR. Please refer to the enclosed inspection report for additional comments and observations. If you have any questions, please contact Caitlin Williams at the letterhead address and phone number, or by email at caitlin.williams(a)-deg.nc.gov. Sincerely, Docu Signed by, OD2D3CE3F161456... Moving forward, use the correct calculation to determine SAR. Other observations: • 1,486.46 tons of cake biosolids were landfilled. • The dryer experienced a catastrophic failure in November, causing no pellets to be produced in November and December. Pellets were also not produced in September. • 4,549.12 tons of pellets were distributed in the 2023 calendar year. • Nutrient and metals, and fecal samples were collected in January, February, March, April, May, June, July, August, and October. A TCLP sample was collected in August. • pH and TSS samples are analyzed in house. All other samples are sent to NC certified laboratories. The TS sample collected is diluted for NH3 and TKN analysis, which are reported in mg/L. The dilution factor and %TS are used to calculate NH3 and TKN in mg/kg. • The incorrect minimum value was reported for the June fecal sample event. All values were <1,000 MPN/g. • The May TS sample was not collected on the same day as the dilution factor and NH3 and TKN. TS was collected on 5/15/23 and DF and nutrients were collected on 5/16/23.
