Salisbury Street, 91h Floor Raleigh, NC 27604 ENGINEERS SURVEYORS PLANNERS 06496-00015 SUBJECT: Requesting the Authorization to Construct for the City of Hendersonville WWTF Biosolids Thermal Dryer Dear Mr. Tuvia: We respectfully request the Authorization to Construct for the WWTF Biosolids Thermal Dryer project for the City of Hendersonville's Wastewater Treatment Facility, NPDES Permit No. NC0025534. This project involves a facility modification to the Hendersonville WWTF consisting of the construction of a new biosolids processing facility onsite and installation of a new biosolids thermal dryer in the new facility. The project consists of the construction of a new biosolids thermal drying facility, the work for which includes, but is not limited to: demolition of existing alkaline stabilization equipment including a lime day tank, volumetric feeder, lime feed screw, solids processor, decking, stairs, and rail system, and associated power and controls equipment; installation of new dewatered cake conveyance equipment; installation of a new biosolids thermal dryer system comprised of a dryer feed hopper, medium - temperature direct fired belt dryer, dried biosolids discharge auger, dried biosolids inclined screw conveyor, process blower, air heater, condenser, ductwork, cooling tower, cooling tower pump, wash stand, associated piping, instrumentation, electrical panel, and control panel. The project also includes modifications to the existing covered storage shelter 8020 Tower Point Drive to enclose the southeast quadrant of the structure to house the new biosolids thermal dryer and associated equipment, as well as enhancements to the Charlotte, INC 28227 biosolids covered storage area with new concrete push walls and curtain walls for dried biosolids storage. Other tasks involve replacing the existing 704.841.2588 covered storage shelter roofing, site grading, disposal of excess excavated materials on -site, disposal of unsuitable excavated materials off -site at an Fax 704.841.2567 www.mckimcreed.com approved site, new concrete pavement, curb and gutter installation, new potable water service piping to the new facilities, modifications to the existing potable water service, installation of new natural gas service, new sanitary drainage installation and connection to the existing in -plant sanitary sewer system, modifications to existing utilities and utility structures, installation of new electrical systems for the new equipment, integration of new instrumentation and controls into the existing facility SCADA system, installation of a photovoltaic (PV) solar energy system, and establishment of a site security network with security cameras and door access control devices. The estimated construction times are 540 consecutive calendar days from Notice to Proceed (NTP) to Substantial Completion, and 600 consecutive calendar days from NTP to Final Completion. Attached is the submittal package necessary for the Authorization to Construction.
