Runoff Treatment and Runoff Volume Matching are two different methods to meet treatment requirements for a project. Runoff Treatment is the more common method that almost everyone uses (capturing and treating the 1.0" storm). Runoff Volume Matching is relatively newer method and requires the Annual Runoff Volume (runoff produced from the entire site over the course of an average year)to not increase by more than 10%from pre-development conditions and can typically only be achieved by infiltrating stormwater runoff. We've only ever permitted a handful of these types of permits. I would like to clarify with you one of your comments below: 1 o As-Built Designer's Certification for General MDCs,Treatment Requirements, Items 1 &2—An SCM is required to meet either runoff treatment or runoff volume match (they are mutually exclusive). Please revise as needed. General MDC 1. Sizing refers to Part B on how to calculate the volume of stormwater runoff. We also use the equations from the Simple Method for Runoff Volume. In addition, we are treating the 1" design storm event as it draws down between 2-5 days. Required WQv Storage Volume Design Storm = 1 inch Non-Coastal County Determine Rv Value = 0.05 + .009 (1) = 0.705 in/in Storage Volume Required = 3,139 cf above Permanent Pool Can you please clarify why both of these requirements are not being satisfied? For comment#2, are you saying the O&M agreement book and page needs to be on the recorded plat or do I need to change the As-Built Permittee Certification to NA? Matt, I was looking over the additional information you provided on October 27, 2023. Everything looks good except for a few small issues: Please correct the following: • Please correct the following items with the certification forms (required per Part C.6. of the Transfer Application and 15A NCAC 02H .1045(2)(f) &.1042(4)(a)): o As-Built Permittee Certification: ■ Deed Restrictions/BUA Records, Items 1-3—Deed restrictions are not required for single lot commercial projects. Please change these items from "Y"to "N/A". 3 ■ Operation and Maintenance Agreement, Item 1—The O&M Agreement does not appear to be referenced on the plat(Bk: 43, Pg: 296).The O&M Agreement is only required to be referenced on subdivision plats. o As-Built Designer's Certification for General MDCs,Treatment Requirements, Items 1 & 2—An SCM is required to meet either runoff treatment or runoff volume match (they are mutually exclusive).
