I was looking over the additional information you provided on October 27, 2023. Everything looks good except for a few
small issues:
Please correct the following:
• Please correct the following items with the certification forms (required per Part C.6. of the Transfer Application
and 15A NCAC 02H .1045(2)(f) &.1042(4)(a)):
o As-Built Permittee Certification:
■ Deed Restrictions/BUA Records, Items 1-3—Deed restrictions are not required for single lot
commercial projects. Please change these items from "Y"to "N/A".
■ Operation and Maintenance Agreement, Item 1—The O&M Agreement does not appear to be
referenced on the plat(Bk: 43, Pg: 296).The O&M Agreement is only required to be referenced
on subdivision plats.
o As-Built Designer's Certification for General MDCs,Treatment Requirements, Items 1 &2—An SCM is
required to meet either runoff treatment or runoff volume match (they are mutually exclusive). Please
revise as needed.
• Please upload the electronic files associated with this transfer application to our upload portal at
https://edocs.deg.nc.gov/Forms/SW-Supplemental-Upload. Currently, we only have the As-Built Designer's
Certification for General MDCs
Please provide the following:
• 1x hard copy & 1x electronic copy of the revised certification forms.
• 1x hard copy (2x hard copies for plan sheets) & 1x electronic copy of any other items needed to address these
comments.

Hand Delivery:
Please reach out to me prior to hand delivering a submission to make sure that I (or someone else in my group)
will be able to receive the submission. Do not leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the submission
package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal review.The quickness of the next review for this project is dependent on reviewer
availability.

We received your post-construction stormwater permit transfer application for the subject project on 10/27/23.
Reviews under the Standard permitting process can take up to 90 calendar days to complete. You can see where this
project stands in the review queue by emailing postconstruction@deg.nc.us (We have an autoreply set up that has the
review queue on it). Please upload all documents that you mailed into our office through the link provided below. Be
sure to choose the Central Office as the Primary Contact office.

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Additional file types can be
entered into the electronic form by clicking on the "Add Another Post-Construction File Upload" link directly below the
"State Stormwater Information Uploads" section of the form. YOU MUST CLICK ON THE"ADD ANOTHER POST-
CONSTRUCTION FILE UPLOAD"TO ADD ADDITIONAL FILE TYPES TO THE SUBMISSION. Merely changing the file type
dropdown as you upload the various files (without adding additional file uploads)will upload all of the files as the last
file type selected, the submission will get flagged during review, and you will need to resubmit the files. Please do not
upload entire plan sets through this form, but rather upload the relevant individual sheets under the appropriate file
type. Selecting the correct file type ensures that the files are properly named in the electronic repository and it helps

the submission is not administratively complete and cannot be accepted for review in its current

11/15/23) so that we may accept the project and begin the review process, otherwise, the project will
be returned as administratively incomplete.
1. If the project has been built, a signed, sealed and dated certification document from a licensed
professional stating that the stormwater management system has been inspected and that it
has been built and maintained in accordance with the approved plans.
1. (1x hard copy of the designer's certifications (General MDC, Permittee), if modifying an
existing permit for completed or partially complete projects. 15A NCAC 02H .1043(3)(d).

Good Morning,

4. New Permit or Major Modification for a project with four(4) or more SCMs=

2. Per the submittal items, this project will require an application fee of$750 as this
application is for Permit Transfer. Please provide a new application fee check in this
