Call to Order President J. Norris called the meeting to order at 6:38p
Quorum Quorum met with 23 lots represented in-person and six lots by proxy for
a total of 29 lots represented. Quorum needed was 10%or 14 lots
represented.

President's Report
Meeting Rules provided by management quick glance.
President Introduction of current Board Members
• Approval of 2022 Annual Meeting Minutes.There were no meeting minutes taken at the
2022 Annual Meeting to approve.This agenda item is just a formality.
2022 Accomplishments:
• Escalated the transition of ownership by requesting the HOA attorney include the developer
on the letters to the developers attorney and give a short turnaround dates. Currently, we have
requested the attorney respond back to Management on the status (several months with no
response).
• Transition Study Board Members walked with the engineers and provided all resources need
to complete. (Mari, Daniel, April)
• Directly traveled to Fayetteville to purchase the official property maps required for the
Transition Study(Daniel)
• Met with or spoken with private owners regarding complaints (Justin and Mari)
• We have walked private properties for:
o the smaller pond issues (Justin and Mari)
o to meet with owners regarding landscaping complaints (Justin and Mari)
o meet with owners regarding drainage complaints (Justin)
o landscaping to address issues and complaints from owners (Mari)
• Created HOA transparency with:
o Newsletters and 'Did you know" posts (Mari)
o Presidents Video posts for transparency(Justin)
o Survey for amenities(Kristen)
o Information bulletin board installed (Shantell)
• Created Architectural Standards at the request of management and Edited the Architectural
Request form (Mari)
• Ting neighborhood installation Project(Justin)
• Worked with NCDOT to get status of the roads transition and request information on deicing
and snow removal (Mari)
• Contacted Harnett County permitting and development regarding amenities on the common
areas (several times) (Mari and Sheri)
• Identified two lots Management was identifying as delinquent but really were not home lots
resulting financials adjustment (Mari)
• Identified homes in collections for over a year with no court date(Mari)
• Identified financials not cleared and balanced resulting in adjustments (Shantell)
• Identified $5 savings each month by paying insurance annually not monthly(April)
• Identified landscaping contract typo (extra zero on contract amount) (April)
• Reviewed and edited the Expectations Letter and Policy on Enforcement prepared by
management (Mari)
• Requested management provide us with a list of what they have in their system for marking
violations and confirm their list matches the Arch Standards (still requesting and following up—
waiting since September) (Mari)
• Ensured management posted all documents and minutes to their website (Mari)
Social Events:
Summertime Ice cream ($170)- Mari
Pizza at the new pond path ($230)- Mari
Curb Appeal Contests (4 gift cards totaling$100) - Mari
Fall Festival ($1247.79) - Kristen
Winter Family Event (food truck and bounce houses $862.29)—Justin and Shantell

2023 Vision:
To keep up the same good work we have been doing. We are limited on more Capital
Improvements this year as we build our accounts back up.This year we expect to complete the
transition of ownership and will get the Reserves Study. The Reserves Study will evaluate what
we have and how much Reserves we need to have saved.This is in our 2023 Budget.
This year we start our annual Audits, we now have enough information for tax years of 2021
and 2022. This is also in our 2023 Budget. We do however expect small expenses, such as
landscaping as natural upkeep is unexpected.There maybe an addition of a No Solicitors sign at
the entrance.There is not a lot of funds this year to play with due to all the new Capital
Improvements from 2022. Please also note homeowners delinquent in paying dues limit what
can be done and we have the collections team constantly following up on their status.
Treasurer's Report
The Budget for 2023 attached to the Annual Meeting package.
*We are not raising HOA Dues!
• We just rearranged some of the funds to accommodate how we use the funds.
• We have allotted for:
o the increase in Management fee's for the RS Fincher renewed contract.
o the first-time 2 year audit, in the future they will be annually.
o the Reserves Study, once the transition of ownership is competed.
o To pay for the Capital Improvements expenses,we are not funding the Reserves
account this year to use those funds toward the Capital Improvements.
Overview of the financials for 2022:
• Social and Welcome Committee we combined the funds and only went over by 1.45%
for the year.
• Electric bill was over by 1.65%for the year.
• Grounds Maintenance was over by 27.50% but this included the mailbox area upgrade,
the pond path and Benches.
• Administrative Expense we doubled the budget,
• In Legal/Collections—the budget was$3500.00, but our actual was$10,976.09
• In Postage, Printing and Supplies by management for mailings,the budget was$891.33
but the actual spent was$3191.33.
• All other expenses were at the budget planned or slightly(+or-) less than a percent.
• The monthly financials are posted on the RS Fincher website documents each month for
all homeowners view.
Architectural Committee:
The Architectural Standards were requested by Management. We have this posted on the RS
Fincher website. Please note if you have recommendations this is going to be an working
document that we will update as needed. Please be sure to submit Arch Requests before
starting a project or making any changes to exterior. Arch Guidelines and Form on the Website.
Nominees for Board Member:
Current nominees moment to speak. Open the floor for any final nominees.
Justin Norris, Damaris Noifeld, Shantell Wallace, Nicole Robinson and Wesley Stiltner.
Cast Ballots:
Vote by acclamation as the uncontested election of five candidates for the five positions. First
Jim Barcia and Second Christine Robinson.
Open Forum and Q&A:
• Speeding through the neighborhood
• Request Speed bumps
• Request Pond stocked with fish
• Request that pond fishing is only catch and release while stocking pond
• Concern of 30 geese made the pond their home, leads to waste and damage issues
• Complaint regarding Pond benches
• Request for future HOA projects get homeowners input
• Request that neighbors clean up after themselves and keep neighborhood clean
• Request landscaping near wetlands (back of pond dam at street)
• Inquiry as to why HOA is paying for landscaping around the mailboxes
• Concerns of the personal property (near mailbox) over grown creating blind spot
• Request for Trash cans to be pulled in from the street within 24 hrs after trash pickup
• Homeowner offered to host Kids Fishing event with HOA
• Question about developer repairs for transition
• Suggestion of committees for HOA
• Suggestion looking into LED lights for streetlights to save costs
