Description of review activities results and conclusions:
This project was first reviewed as B-4986 in January 2010 when NCDOT Architectural Historians
conducted a site visit after initial screening showed properties over 50 years of age in the project area.
The field visit revealed that there were no properties eligible for National Register listing in the Area of
Potential Effects (APE). In 2015, the project was submitted again, and a memo was sent stating that the
condition of the original survey had not changed. In February 2019 Louis Berger architectural historians
performed a Cultural Resource Assessment, The APE was defined as being 1000 feet in each direction
from the bridge and 300 feet up and downstream. They identified 4 residential structures in that APE over
50 years of age, none of which are eligible for the National Register. No survey required.
Why the available information Provides a reliable basis for reasonably Predicting that there
are no unidentt ed signifrcant historic architectural or landscape resources in the project
area:
Using HPO GIS websitc and Rutherford County ArcGIS website provides reliable information regarding
the structures in the APE. These combined utilities are considered valid for the purposes of determining
the likelihood of historic resources being present.

Cultural Resource Assessment for Bridge 800076, Rutherford County
NCDOT's Division 13 proposes to replace Bridge No. 76 on East Church Street (SR-1576) over Puzzle Creek
near the Town of Bostic in Rutherford County (Figure 1). Bridge No. 76 was constructed in 1967 and is
considered to be structurally deficient. The substructure of Bridge No. 76 consists of prestressed precast
concrete caps with timber piles which are 49 years old. Portions of some timber piles have been replaced
and encased in concrete. Timber components have a typical life expectancy between 40 to 50 years due to
the natural deterioration rate of wood. Rehabilitation of a timber structure is generally practical only when
a few elements are damaged or prematurely deteriorated. However, past a certain degree of deterioration,
most timber elements become impractical to maintain and upon eligibility are programmed for replacement.
Timber components of Bridge No. 76 are experiencing an increasing degree of deterioration that can no
longer be addressed by reasonable maintenance activities. The bridge is approaching the end of its useful
life and is in need of replacement.
The Study Area centered on the current bridge and measured 300 feet up and down stream from the bridge,
and 1000 feet north and south along the road from either end of the bridge. The proposed project entails the
replacement of the bridge just downstream (southwest side) of the existing bridge, but within the footprint
of the Study Area. The proposed realigned approach roadway will extend approximately 650 feet from the
north end of the new bridge and 400 feet from the south end of the new bridge. The approaches will include
two 11-foot lanes with four -foot shoulders (two feet paved, two feet turf) on each side (7-foot shoulders
where guardrail is included).
A. Introduction
Louis Berger Secretary of Interior (SOI) qualified personnel conducted a map review and site file search at
the North Carolina Office of State Archeology (OSA) on February 22, 2019. In addition, topographic maps,
historic maps, USDA soil survey maps, and aerial photographs were inspected to gauge environmental
factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess
the level of topographical, agricultural, hydrological, and other erosive -type disturbances within and
surrounding the Study Area. The North Carolina Historic Preservation Office (HPO-WEB) GIS database
and the NCDOT Historic Bridges of North Carolina site were also examined for the presence of historic
properties (including the bridge) within the Study Area.
The Study Area is situated in the Piedmont physiographic region of North Carolina. The topography in the
Study Area consists of moderately steep to gently rolling terrain, narrow stream corridors, and wetlands.
An unnamed tributary of Puzzle Creek intersects the creek on the northeast side of the East Church Street
(SR-1576) and Kiser Road (SR-1575) intersection. Two additional small channels on the cast and west
sides of the roadway are visible in aerial images. There is a small area of freshwater emergent wetland on
the west side of SR-1576 and a moderate -sized area of freshwater forested/shrub wetland on the east side
of SR-I576 within the Study Area (National Wetland Inventory). Soils primarily consist of Chewacla loam
(0 to 2 percent slope) floodplain soils, Pacolet sandy clay loam (8 to 25 percent slope), and wetland soils
(Wehadkee silt loam, 0 to 2 percent slope).
Land use is primarily agricultural and forestry land, with light residential development along the roadway.
There are no utilities attached to the existing bridge, but overhead power lines and a fiber optic line cross
Puzzle Creek on the southwest side of the bridge, then cross SR- 1576 (E Church Street) south of the bridge
at the intersection with SR-1575 (Kiser Road). Underground telephone cables along the northeast side of
SR-1576 go aerial to cross Puzzle Creek. A Town of Bostic water line is located along the northeast side
of SR-1576 and ends at a hydrant approximately 170 feet from the bridge.

B. Historic Map Research
Historic snaps of the Study Area depict no structures in the vicinity of the bridge. The 1877 Watkins Map
of Rutherford County shows a bridge over Puzzle Creek but no structures in or near the Study Area. A
property search indicated that the earliest (recorded) construction date for a property in the Study Area was
1925. There are structures depicted in the Study Area on the 1947 aerial (HistoricAerials.com) and the 1966
Forest City quad map.
C. Historic Properties
No historic properties have been previously recorded within the Study Area. There are seven properties
within the area, four of which are older than 50 years (Table 1).

the properties are located within the limits of the Town of Bostic with theexception of RF0048 and RF0049.
The town has been surveyed but a historic district has not been recorded.
D. Archaeological Resources
No previous archaeological surveys have included the Study Area and no archaeological sites have been
identified there. Several projects have been reviewed within a two-mile radius of the Study Area for
environmental compliance (Table 3).
As a result of Environmental Review project LH 10-1, which was completed in 1979, three archaeological
sites located within a two-mile radius of the Study Area were investigated. Site 31RF63 was identified as
the Abraham Enloe House site but no subsurface testing was done at the time. Site 31RF67 was recorded
as the Bostick Brick Company. Site 31 RF 104 was recorded as the archaeological component of the
Walker's Mill Site, which was located on Puzzle Creek. The sites are unassessed.

E. Discussion
A review of North Carolina OSA files and the HPO-WEB database indicated that no architectural surveys
have included the Study Area. No historic properties have been identified within the Study Area. However,
there are four houses in the project area that are older than 50 years which may require survey.
No archaeological surveys have included the Study Area and no sites have been identified there. Although
no archaeological sites have been identified within the project area, the presence of the historic mill site
within two -miles and proximity to the Town of Bostic (incorporated in 1893) suggests a moderate to high
probability for the presence of historic archaeological sites in the area. There is also a moderate probability
for the presence of prehistoric resources in the Study Area, both on the Puzzle Creek floodplain and the low
terraces.

This bridge replacement project was reviewed in 201o. At that time the architectural historian conducted a site visit
and found that no historic properties would be affected by the project. I have reviewed the HPOGIS website and
well as Bing Maps and Google Streetview and I agree with the conclusion reached in ao1o. I have attached the

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions;
Review of HPO quad maps, historic designations roster, and indexes was undertaken on 29 December
2009. Based on this review, there were no existing NR, SL, LD, DE, or SS properties in the Area of
Potential Effects. The CRS also reviewed Rutherford County GIS aerials and tax data information and
noted two properties over fifty years of age located within the APE. Thus a site visit was warranted.
NCDOT CR staff conducted a site visit on 12 January 2010. Properties located at 404 E. Church Street
(1925 farm house, substantially altered) and 120 Kaiser Road (1950 ranch house) do not meet the
National Register listing criteria. Section 106 for historic architecture is complete.
