V d - (It Project: NW Lake Wylie LLC Planned: Request to Expand an existing True Public Marina Location: Lake Wylie -- Gaston County, NC & York County, SC ` Dear Sir,: This project was previously submitted to your office for review on March 16, 2015. 1 have enclosed the response received from your office. We subsequently received comments from area residents regarding the location of some of the boat slips included in the original marina layout plan. A series of meetings (with Duke Lake Management and representatives of the area residents) designed to address those comments yielded the updated plan presented for your review in the enclosed Master Plan prepared by Merrick & Company dated January 18, 2016 and the Marina Boundary Survey prepared by Lawrence Associates dated January 7, 2016. I Activities proposed by the applicant within the Lake Wylie Project Boundary as a part of the updated'plan include: 1. Expansion of the existing true public marina to include the 45 mooring locations detailed on the enclosed plan and described below: • Dock A will have 4 - 10'x 20' boat slips attached to a pier that includes a 6' wide main walkway 74.0' long with 3' wide slip fingers and 3 PWC slips. • Dock B will have 4 -10 x 24 'boat slips attached to a pier that includes a 6' wide main walkway 65.0' long with 3' wide slip fingers. • Dock C will have 10 -10' x 24' boat slips attached to a pier that includes a 6' wide main walkway 105.8' long with S wide slip fingers, 7 PWC slips, and 1 end tie. • Dock D will have 14 -10' x 24' boat slips attached to a pier that includes a 6' wide main walkway 108.7' long with 3' wide slip fingers, and 2 end ties. 2. Conversion of an existing boat ramp to an elevated launch pad/bulkhead (30' wide x 40' long) to serve a new landside dry stack storage facility that will house approximately 300 boats. The concrete pad will be designed to accommodate specially designed forklifts that will transport stored boats to and from the lake 3. Re -alignment and conversion of an existing fixed pier and floating dock to a new boarding dock and boat ramp. The boat ramp will be constructed adjacent to the boat launch facility to provide daily lake access for trailered boats. The realigned boarding dock will be 65' long x 6' wide. The concrete boat ramp will be 65' long x 15' wide. 4. 580' of shoreline stabilization is proposed as a part of the marina expansion. Enhanced rip rap will be installed where the bank height is less than 2'. Rip rap only is proposed where the bank height exceeds 2'. All stabilization activities will adhere to the criteria outlined in the Shoreline Management Guidelines. 5. Dredging will be required as a part of this request. Approximately 4,700 cubic yards of material will be removed (see dredge limits on the enclosed drawing). The dredging will be done by land/barge and the spoil will be disposed of on site. All excavation activities will adhere to the criteria outlined in the Shoreline Management Guidelines. 6. The leased area requested for the marina expansion totals 1.15 acres. 7. The applicant is requesting the following shoreline classification changes: • That 904' of shoreline located on the west shore, next to the existing marina, be re- classified from Future Public Recreation to Future Residential • That 2,252' of shoreline located on the west shore, next to the existing marina, be re-classified from Future Public Recreation to Future Residential Marina • That 2,440' of shoreline located adjacent to the northernmost pond be re-classified from Future Residential Marina to Residential • That 192' of shoreline embankment adjacent to the southernmost pond be re- classified from Future Residential to Business Industrial . 8. The applicant is requesting that shoreline classifications be added to two areas not currently classified -- earthen dams separate these areas from Lake Wylie. The areas are identified on the enclosed Merrick & Company drawing. The specific requests follow: • Classify 2,122' of shoreline as Environmental • Classify 1,130' of shoreline as Natural 9. The applicant is requesting that the expanded marina be designated as an approved staging area. 10. The applicant is requesting the right to reserve no more than four boat slips within the marina for law enforcement and emergency response vessels. 11. The expansion will include the addition of pump -out facilities and public restrooms based on Duke Energy's Guidelines for True Public Marinas. These impacts are covered by Water Quality General Certification Number 3898 (attached), Catawba Buffer Rules and the additional conditions listed below. Dredged material shall be stockpiled outside of the Catawba Riparian Buffer and properly stabilized using proper sediment/erosion control measures. Only those trees that are severely undermined can be removed [15A NCAC 02B .0243(6)] 6. Beaches, impervious patios, impervious walkways, etc. are not allowed in the buffer unless specifically approved by the Division and must meet the Catawba Riparian Buffer Rule requirements. [15A NCAC 02B .0243(4) and (6)] 7. The Division's Mooresville Regional Office (610 East Center Avenue, Suite 301, Mooresville, NC 28115) shall be notified in writing once construction at the approved impact areas has commenced. [15A NCAC 02H.0502 (e)] 8. All stormwater shall be directed as diffuse or sheet flow (not piped) at non-erosive velocities through the protected lake buffer and should not re -concentrate before discharging into the lake.
