Good afternoon Mason and Kristi Lynn,
I hope that you are well. As you know, the NCDOT Rail Division has identified one location associated with the P-4900
(Pembroke Connector) project that will require jurisdictional wetland impacts beyond those authorized by the approved
401 Water Quality Certification (issued March 3, 2015). An additional 0.05 acre of jurisdictional wetland is anticipated to
be impacted through mechanical vegetation clearing. The Rail Division would like to request a modification to the
Individual Permit to add this additional wetland impact. Pursuant to this, please find enclosed links to the following
items:
• A cover letter describing the proposed modification,
• a revised ENG4345 form (digital fillable version),
• the revised ENG4345 form (signed and scanned),
• a figure depicting the proposed modification location,
• revised Permit Drawings and Wetland Permit Impact Summary sheet, and
• a mitigation acceptance letter from the NC Division of Mitigation Services.
Please let us know if you have any questions about any of the information provided, if you need any additional
information, if you have any difficulties retrieving the links, or if you would like a hard copy of this package delivered to
Wilmington or the Transportation Permitting Unit office.
