Response 1: Please find (5) copies of the signed agent authorization form for the Holding Village PCN. Comment 2: Please provide plan details (plan and section views) for your proposed spans. Response 2: Impact Sheet #1: The pedestrian span (impact sheet # 1) has been withdrawn and removed from the site plan. Page 12, of the PCN has been revised to reflect these reduced stream buffer impacts (enclosed). Impact Sheet #2: Per our December 3, 2007 meeting with Mr. Rob Ridings of the DWQ Central Office, the 3-sided box culvert has been withdrawn from the design and replaced with a 42'core-slab bridge. Per our meeting, the bridge abutments are 1 S' away from the top of bank of the stream Research Triangle Park, luc channel. This will allow sunlight to reach the surface of the Post Office Box 14005 stream banks, to help maintain vegetation and stabilize the Research Triangle Park, banks. NOV 2 3 '_C~7 u bn October 12, 2007, the Division of Water Quality {DWQ) received your application dated October 10, 2007, to fill or otherwise impact 9,148 square feet of Zone l Neuse River basin protected riparian buffers and 15,246 square feet of Zone 2 Neuse River basin protected riparian buffers to construct the proposed mixed-use retail and residential subdivision development. The DWQ has determined that your application was incomplete andlor provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands andlor stieams on the subject property. Stormwater (required by DWQ) Describe impervious acreage (existing and proposed) versus total acreage on the site. Discuss Stormwater controls proposed in order to protect surface waters and wetlands downstream from the property. If percent impervious surface exceeds 20%, please provide calculations demonstrating total proposed impervious surface. A series of level spreaders are to be installed to the current BMP manual for Phase 1 of the project. Drainage calculations, outlet velocities, pictures, and location descriptions are provided with the level spreader exhibits. Executed Operation and Maintenance exhibits are also enclosed for each of the devices. As stated previously, Phase 2 is currently only_proposed and may not be built for several years. We will provide the level-spreader documentation for Phase 2, once it come on-line. There are no 401 impacts associated with the site, so a formal stormwater plan is not require to be submitted to DWQ, however the site is to be reviewed by the Town of Wake Forest for stormwater mana eg ment. XII. Sewage Disposal (required by DWQ) Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of wastewater generated from the proposed project, or available capacity of the subject facility.
