DAK-DTF Wellman 12-inch Force Main and Sewer Pump Station
Cumberland County
Dear Ms. Manning:
The Division of Water Resources (Division) has reviewed the submitted variance request, as well as the
additional information submitted May 31, 2024, for the subject project. The Division will grant the
variance request for the continued operation of the subject DAK-DTF Wellman 12-inch force main with
the only current contributary sewer flowrate being from the Seabrook Elementary School, which does
NOT achieve the required minimum self-cleaning velocity flowrate of 2 feet per second, with the following
special conditions incorporated into the permit:
1. No additional connections and contributary sewer flow is permitted to the existing DAK-DTF
Wellman 12-inch force main except for the proposed 2-inch connection from the 3224
Investments, LLC facility (WQ0043096) located at the Wellman site, unless the sewer pump
station and force main approved in permit WQ0022581 are placed into operation in the future,
as originally planned and permitted.
2. The variance approval is granted for a period of no more than five (5) years from the date of the
variance approval. Within five years, the sewer pump station and force main permitted in
WQ0022581 must be placed into operation as originally planned and permitted or replaced with
a properly sized and permitted sewer force main, so as to achieve self-cleaning velocity flowrate.
3. The DAK-DTF Wellman 12-inch force main is now a high priority maintenance sewer main and as
such will be inspected and flushed on a regular schedule by Fayetteville PWC at least every six (6)
months so as to prevent any physical damage to the force main, SSO's or the development of
nuisance conditions such as odors.
4. The DAK-DTF Wellman sewer pump station is maintained so that the check valves contained in
the pump station satisfactorily prevent backflow of current sewer flow from the existing
connection from Seabrook Elementary School and the proposed connection of 3224 Investments,
LLC Wellman facility.

Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform
satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective
action, including those as may be required by this Division, such as the construction of additional or
replacement facilities.
All other elements of this project shall be constructed in accordance with all applicable rules and statues
including, 15A NCAC 2T; the Division of Water Resources' (Division) Gravity Sewer Minimum Design
Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast -
Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable. Approval of the
variance request does not constitute approval of the permit.
