We have reviewed the information you submitted proposing restoration/bank stabilization work to approximately 2,665
linear feet of Big Laurel Creek in Ashe County in which NRCS is the federal sponsor for the project. As outlined in the
attached Nationwide Permit #27, no pre -construction notification is required to be submitted. Based on my review,
there is no further information needed from our office and the work is authorized by the attached permit provided the
terms/conditions of the permit are met. This permit expires on March 14, 2026 and does not replace/preclude the need

Dear Mrs. Fuemmeler,
Please see the attached information listed below to document the activities that do not require a pre -construction
notification through the Nationwide Permit 27 Aquatic Habitat Restoration, Enhancement, and Establishment Activities.
This will serve as documentation that NRCS is the lead agency for your records.
Protect Location: Ashe County, NC
Latitude/Longitude: 36.457099°,-81.635199'
Stream Name(s) & Feet of Impacts and/or acres of wetlands impacted: Big Laurel Creek, 2,665 LF of impacts for
restoration purposes; Wetland 1, 0.06 acres of impact for restoration purposes.
Property Owner(s) & PIN: This project encompasses approximately 105.92 acres across three parcels (PIN: 10080033,
10080018, 03080069) owned by Gairl Barker.
Per the Notification Section of the NWP27 guidance with the effective dates of February 25, 2022, through March 14,
2026. The USACE in North Carolina can provide authorization to impact WoUS for stream and wetland restoration
projects which are being conducted under a NRCS program without submittal of a PCN.
Under the terms of NWP 27 - Notification: The permittee must submit a pre -construction notification to the district
engineer prior to commencing any activity (see general condition 32), except for the following activities:
(1) Activities conducted on non -Federal public lands and private lands, in accordance with the terms and conditions of a
binding stream enhancement or restoration agreement or wetland enhancement, restoration, or establishment
agreement between the landowner and the FWS, NRCS, FSA, NMFS, NOS, USFS or their designated state cooperating
agencies;

We will submit a PCN to the Division of Water Resources for a 401 Water Quality Certification and will
check "yes" under the "For the record only for Corps Permit" section unless we hear otherwise from
you.
