I hope you are well!
When I came onboard to assist GTP about a year ago I had trouble locating annual reports beyond 2015. However, I have
since had extensive coordination with both the USACE and DWR to get up to speed and get documentation in order.
Attached is last year's annual report along with the email transmittal to Garcy. The plan is to submit the FY24 report next
month.

Wendee,
I wanted to touch base with you on the 401/404 matters in the Global Transpark. We were looking over the information
and the conditions for the 401 approval (approved 1998) to ensure that we are all on the same page. We were having
trouble locating some of the information required in the conditions —could you send those to us?
Condition #5 requires a written, an annual report to DWQ by 2/1 that describes all efforts during that year within the
GTP permit area etc. We can see reports submitted through 2015, but nothing afterwards. Also, Condition 7 says that
the "GTP Authority is encouraged to impose more stringent provisions, but buffer and stormwater management
provisions no less stringent than those described in the Neuse River Nutrient Sensitive Waters Managements Strategy
Rules must be adhered to in the GTP permit area." A report of that activity is to be included in those annual reports.
I know that there have been various modifications for various impacts ( Railroad spur, utilities), but they all include "all
other conditions written into previous Water Quality Certifications for this project still apply except where superseded
by this Certification." We don't see where any of the aforementioned conditions were revised/superseded. There are
a couple of other items we are checking up on, but in the interest of getting the ball rolling I wanted to see if you could
provide the post 2015 reports.
