HomeMy WebLinkAboutSW3240305_Response To Comments_20240611 COMMENT RESPONSE LETTER Jamie, I was looking over the additional information you provided on March 13,2024. Everything looks good except for a few small issues: Please correct the following: - As shown, this project appears to have a pocket of high-density per 15A NCAC 02H .1003(1)(d)(i).The portion of the project area draining to Rocky River is shown to have a percent BUA of 30.6%which exceeds the low-density percent BUA of 24%. NOTE: Please refer to Part A-4 of the Stormwater Design Manual(specifically the second to last paragraph on the second page)as it may be applicable to your project. Please revise as needed.Thank you for pointing this section of the design manual out.The client expects 1-2 visits with a Duke Energy truck per month and therefore, the stone on site shall be considered pervious. The site continues to meet the intent of low-density in stormwater drainage conveyance and d ffuse flow.We ask that this site be considered low-density. Previously, the detail of concrete foundations/footings wasn't included in the land use map, given that this area was thought to be considered impervious with the gravel surrounding the foundations. However, with the above knowledge, I have added back th's level of detail. You will find that anything solid-hatched is a concrete pad/footing for equipment of steel structure foundations. This level of detail was shown on the site plan:n the previous submittal. The LUM values were updated with this information and carried through the application and supplement EZ form. - Please correct the following issues with the Application: o Section III 1.b.&2.b.-Please include the phone number and email address for both the permittee and current property owner. These items are required per 15A NCAC 02H .1042(2)(a)(viii)&(ix). Please revise as needed. This info has been added to the application.See revised application page. o Section IV, 9&10-Please combine drainage areas 2&3 together. it is noted that these drainage areas drain to different drainage points, however, since they ultimately drain to the same receiving water,Coddle Creek, they should be treated as a single low-density drainage area. Please revise as needed.Drainage areas have been combined.See revised drainage map and application sheets for revisions. - Please correct the following issues with the Supplement-EZ Form: Cover Page, Line 7-Please provide this number(See 15A NCAC 02H .1017(10)). It is noted that there are no surface water areas located within the project area, however,we ask that this value be completed. Please revise. This tine has been revised to 0. o Drainage Areas Page-See earlier comment with regard to drainage areas 2&3. Please revise as needed. Drainage areas have been combined as revised per the first comment and 2nd comments above. o Low-density Page,Lines 4&5-If you are able to, please indicate"N/a"for these items as there are no vegetated conveyances(swates/ditches)associated with this project. These lines have been revised to"N/A". Please provide the following: - 1x hard copy&lx electronic copy of the revised pages of the Application Form. - 1x hard copy&1x electronic copy of the revised pages of the Supplement EZ Form. - 1x hard copy&1x electronic copy of the revised pages of the O&M Agreement Form. - 2x hard copies&1x electronic copy of the revised plan sheets. - 1x hard copy(2x hard copies for plans)&1x electronic copy of any items needed to address these comments. Hard copies should be mailed to me at the following address: For FedEx/UPS: Jim Farkas 512 N.Salisbury Street, Office 640E Raleigh, NC 27604 For USPS: Jim Farkas 1612 Mail Service Center Raleigh, NC 27699-1612 Hand Delivery: Please reach out to me prior to hand delivering a submission to make sure that I(or someone else in my group)will be able to receive the submission. Do not leave the package in the foyer with the security guard. NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the submission package may be lost while being sent from the Regional Office to me in the Central Office. Electronic copies should be uploaded at the following location: https://edocs.deq.nc.gov/Forms/SW-Supplemental-Upload Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing these issues, and the documents are uploaded to Laserfiche(Provided everything is still in order),we can issue the permit without doing another formal review. The quickness of the next review for this project is dependent on reviewer availability. Let me know if you have any questions.
