Jason,
I noticed that DOT used NCSAM version 2. There is a 2.1 but do not know if the revised version would result in a
different final rating. You may want to double check that. As you know, DWR can only require 1:1 mitigation. However,
I would argue that any stream that received a NCDWR (Intermittent) High or Medium NCSAM rating would merit a 2:1.
See attached spreadsheet that tabulates our suggested mitigation ratios using the above rationale. (The worksheet was
reformatted to allow sorting of data). In some cases, where DOT reported SQA data, we deferred to the COE. Let me
know if you need anything further.
