Farmer, PE certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in the planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. This certification applies to those items listed above in Sections I and II plus all attached planning assessment addendums for which I am the responsible party. Pump Station(Name or Number): Given that: a. The proportion and amount of Obligated,Not Yet Tributary Daily Flow(C) accounts for 37 %and 0.619 MGD of the Available Capacity(E) in Pump Station Landfill EQ ; and that b. The rate of activation of this obligated, not yet tributary capacity is currently approximately 0.2 MGD per year; and that c. A funded Capital Project that will provide the required planned capacity, namely Landsill Sewage Pump Station FM is in design or under construction with planned completion in early 2024 ; and/or d. The following applies: The flow diverted by the project is currently received at the Landfill EQ facility. The Landfill EQ facility is being upgraded to 8.75 MGD in capacity. The station will be able to pump to both the CJRW WTF and the 210 W WTF. The station will have girt removal units and 5.1 MG of storage for equalization. The majority of the flow will be received at the County new 210 WWTF when it is placed on-line in late 2024. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over-allocating capacity in the system infrastntcture. M a rket St. Smithfield, North Carolina 27577 JCPU Project# 22-120-S October 2023 1.0 PROJECT DESCRIPTION The Cleveland K-5 WWPS Diversion installed a 4' diameter manhole and approximately 78 LF of 8" PVC gravity sewer and abandoned portions of an existing system to bypass a pump station. The pump station wet well had considerable corrosion issues and was in significant need of demolition to avoid public health issues. 2.0 EXISTING SYSTEM The original permit included two pump stations and two forcemains that manifolded together. The 80 GPM pump station and associated 9,000 LF of 4" forcemain along SR 1010 has already been abandoned and no longer in service. The 200 GPM pump station was located at Cleveland Elementary school and has been demolished and abandoned along with—825 LF of 6"forcemain from the pump station to SR 1525. The remaining -15,225 LF of 6"forcemain will remain in service to serve as a temporary route to avoid certain sections of sewer during an emergency. 3.0 PROPOSED ADDITIONS The proposed construction added—78 LF of 8" PVC gravity sewer and a 4'diameter manhole. The pipe was laid as 0,97%. No new flow is expected. This now flows downstream to permit number WQ037899Mod. 4.0 ADDITIONAL NOTES This has been planned and under design, but had to be installed and pump station demolished. There was an emergency when a discharge pipe failed expedited the need for it to be complete. There was a pump station downstream that pumped into the now demolished pump station. This pump station has since been abandoned under permit number WQ0024386MOD. This permit shall be effective from the date of issuance until rescinded and shall be subject to the following specified conditions and limitations; 1. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. The facilities must be properly maintained and operated at all times. 4. The sewage and wastewater collected by this system shall be treated in the Town of Clayton Wastewater Treatment Facility prior to being discharged into the receiving stream. 5. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Environmental Management accompanied by an application fee,documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 1 6. Construction of the sewers, pump station(s) and force main shall be scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the swface waters of the State. 7. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with this permit and the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. 8. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of five years from the date of the completion of construction. 9. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division of Environmental Management in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 10. The issuance of this permit does not preclude the Permittee from complying with any and all statutes,rules, regulations, or ordinances which may be imposed by other government agencies (local, state,and federal) which have jurisdiction. 11. The Pemvttee shall provide for the pump station and force maim the following items: a. Pump on/off elevations located so that 2-8 pumping cycles may be achieved per how in the pump station. b. An air relief valve located at all high points along the force main. C. A screened vent for the wet well. d. Fillets located in the wet well at the intersection of the flooring and sidewalls. e. Three feet of cover (minimum) over the force main or the use of ferrous material where three feet cannot be maintained f. Sufficient devices which will protect the pump station from vandals. g. Flood protection if the pump station is located below the 100-year flood elevation. 12. Please provide the following information by February 5, 2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T .0107. 1.According to the project narrative the 80GPM pump station and 9,000 linear feet of 4-inch force main that was authorized for construction under permit WQ0007172 was abandoned at some time in the past, but DWR has no record of a permit modification authorizing this change in permitted infrastructure. Please provide a timeline detailing all changes (permitted and un-permitted)that have been made to the originally permitted infrastructure. a. It is likely that this previous, un-permitted change will need to be included in the current modification request. 2.The wastewater generation table in section IV. 7. of the application indicates a flow of 13,750 GPD.The current permit authorizes a flow of 25,000GPD. a.Are you requesting a reduction in the flow authorized under this permit from 25,000GPD to 13,750GPD? 3. Please provide an aerial map with all system components clearly labeled and delineated.This map should include current and previously existing system components and should make it as easy as possible for DWR staff to understand the scope and history of this project. 4.The project narrative provided states that the flow authorized under permit WQ0007172 (25,000GPD) is now being directed to system infrastructure authorized under permit WQ0037899. The authorized flow for WQ0037899 is 21,550GPD. It appears that no permit modification application for permit WQ0037899 to include this additional flow has been received by DWR at the time of this message.A permit modification application requesting an increase of 25,000GPD in the permitted flow authorized by this permit should be submitted immediately. 5.The project narrative for this permit modification states, "The remaining—15,225 LF of 6"forcemain will remain in service as a temporary route to avoid certain sections of sewer during an emergency." Please explain what sort(s) of emergencies you anticipate requiring this temporary re-routing. Please make the needed corrections and clarifications and submit them on the current version of the application form. A copy of the current form is attached. Please note that permit modification applications should be completed as though the modification were newly proposed infrastructure with the changes from the current permit detailed in the comprehensive project narrative.
