Good morning, Mr. Thornburg,
I’m emailing you on behalf of the Town of Sparta to request a correction to permit WQ0006242.
In Attachment A of the current permit, it lists the Town of Sparta WWTP mineralization rate as 0.4.
This facility produces aerobically digested and lime stabilized biosolids, so Attachment A needs to be
corrected to list the mineralization rate as 0.3.
The use of the 0.4 mineralization rate in Attachment A was pointed out to Synagro on 3/27/24 by
Caitlin Caudle of NCDENR during her review of the Sparta 2023 annual report. She notified Synagro
that the 0.3 mineralization rate we used on the Field Summary Forms included in the 2023 annual
report did not match the 0.4 value in Attachment A of the Sparta permit. I spoke with Caitlin today
about the Attachment A being incorrect and she advised I should email you to request a permit
correction. It appears the error in Attachment A was made in the 2016 permit renewal. That renewal
did not include any language notifying Sparta the mineralization rate was being changed to 0.4 or why
it was being changed to 0.4 thus supporting our conclusion it was just an error made when that
permit amendment was prepared and issued.
Synagro has been correctly submitting annual reports over the years with the 0.3 mineralization rate
so no corrections to the annual report filings are necessary.
