I don't have an issue with it from an aquatic resource/habitat view point. NCDOT used to have an armored plunge pool
they used in this situation.

Gentleman,

Culvert C350 on R-2536 is an approximately 300 ft culvert at 4.89% slope that will be buried and discharging into UT to
North Prong Richland Creek. During the 4C, we agreed that the aquatic passage was not viable. To protect the
downstream channel bed from the 20 ft/sec velocities, we would like to imbed Class II rip-rap flush with the channel bed
from the 20 ft/sec velocities. This would be extra protection for the larger storms. With the culvert buried as designed a
lot of the momentum of the flow will be dissipated by the d/s sill for the majority of the storms. I remember talking
about embedding rip-rap on other sites, but did not remember if we had discussed for this one.
