Hi Tanvar, Unfortunately we found out that we are going to have a 401/404 after all (originally our environmental consultant was hopeful that we wouldn't need to have it). So we have been working on preparing the impact maps to allow us to make our submission. We expect to submit hopefully in the next week or so but then it will take the DEQ and the Army Coros some time to issue the certification. There is not issue with receiving the permit that we are aware of as our impacts are not excessive. Is it possible to issue the sewer permit contingent on receiving the permit? Obviously with the sewer permit having been reviewed and this is the only remaining item, we would appreciate not having to resubmit. Please let me know if this may be possibility. Please provide the following information by April 06, 2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T .0107. 1. Section 11.1 of the FTA: Previous permit WQ0039941 has a facility/project name as 'Kellie Drive Water and Sewer Extension'. Please verify if the project name is correct. 2. Although there is currently zero flow, a Flow Tracking for Sewer Extensions (FTSE) Form is required. The WWTF specified in Section IV of the application needs to verify that it has adequate capacity to accept the wastewater when the project is complete and in operation and will not violate G.S. 143-215.67(a). Please refer to Section E of the Application Instructions for further information. 3. Please provide the Permit Number/Permitting Status letter for the 404/401 authorization specified in Section IX.S. of the Fast Track Application. 4. According to the narrative there is an aerial crossing,therefore, Section IX.7 is checked 'yes'. Please provide additional design details of the aerial sewer crossing. 5. According to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map and an aerial map should be included with the application. Project is in response to development requests following the announcement and completion of an Amazon Warehouse facility in Smithfield, NC (Smithfield Preliminary Engineering Report, attached). Additional development is proposed to begin construction early in 2024. All new sewer improvements have been designed in accordance with the 15A NCAC 02T requirements. The PER has been prepared in accordance with the Economic Development Administration(EDA)PER requirements.The proposed project includes improvements to the West Smithfield Sanitary Sewer District gravity system; as well as, upgrades to the downstream pump station; to address capacity issues in support of explosive growth in residential, commercial and industrial demand,after the announcement of the Amazon warehouse in West Smithfield. CAUSE FOR NEED The bulk of the West Smithfield Sanitary Sewer District (District) was constructed in 1962 to serve the residents of the unincorporated,outlying residential area;which,was not within Town limits.When the Town annexed this area and incorporated the District into the Town system, the existing infrastructure was improved to convey flow into the Town system. Over the years, various upgrades have occurred within the District to repair,maintain,and upkeep service to the residents in the District;however,until 2019,there was not a need to undertake large-scale improvements,because there was little demand,or growth, in the District. The announcement of the Amazon shipping hub changed that, dramatically. Within the last 24 months, including throughout the COVID pandemic,developers have acquired,re-zoned,&submitted plans that will enable future commercial and industrial projects within the West Smithfield Business Park(Park). Currently, Amazon is under construction,but the Town Planning Department is also in contact with developers that are preparing two bio-pharmaceutical manufacturing developments for submittal that will be located in the Park. The Park is the spark plug, driving other development, as well. Other commercial and industrial developments(see attachment)and the Woodleaf Development(attachment)are now headed into Smithfield. Although this proposed project will not serve those particular interests, the Park continued growth is vital to support other development around Town. DESCRIPTION OF PROJECT The proposed project will "up-size" (lie existing gravity infrastructure, from (lie existing 12-inch diameter gravity vitrified clay pipe,to a new 24-inch polyvinylchloride pipe. This will be accomplished by arranging a by-pass pump around 3-5 manholes at a time; meanwhile, the gravity line and manholes are removed. The replacement line & manholes will be installed in the same trenches and holes that were newly vacated. This same process will be continued form the most downstream manhole, up the slope, all the way to Highway US-70. Once at US-70, the additional step of boring under the road to reach the northeast side of the road will have to occur. The method should be the same, except that the bore will be a new bore to replace the abandoned,existing line. Once completed.the increased capacity in the larger pipe will raise the conveyance capacity from 0.6 Million Gallons per Day (MGD) to 3.2 MGD. The exact location of the sewer run in question is laid out in the accompanying attachments. Another component of this proposed project is the improvements at the downstream pump station. The conveyance of the increased sewage flow will necessitate the increase of both the wet well capacity at the pump station; as well as, the "up-sizing" of the station pumps. The wet well will be "up-sized" by the installation of a separate 8' diameter manhole, which will be dug alongside the existing wet well. An interconnecting piece of pipe will be installed at the bottom of the new wet well which will connect to the existing wet well.This will effectively create a new,larger wet well that will equalize through the connecting piece of pipe. The pumps can be upsized by purchasing larger horse-power models that fit the same rail system in the current wet well. Once completed, the increases in both the gravity line and the downstream pump station will not only provide adequate service for the proposed projects, but should also provide adequate sewer conveyance capacity for the entire future build out for the entire District sewershed. Since the work is an"improvement"of an existing line,it is not anticipated that any property acquisition will be required. Further,the only permits required for this operation will be from the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Resources; as the proposed system changes will require permitting, in accordance with 15A NCAC 02T 0.303 (4); as well as, the NCDEQ Division of Land Quality,so that appropriate erosion control devices and practices are applied to the construction of the larger line. PROJECT FEASIBILITY As the Park grows, the need for appropriate utilities will become more pressing. Although water is readily available, the gravity sewer lines were sized to convey the limited residential neighborhoods constructed in the early 1960s. To provide this section of Town requires additional sewer lines; or larger sewer lines; or some combination of both. Three options were considered: • Up-size the existing infrastructure • Add additional infi•astructure to convey the new sewer • Take no action until 2024—wait on Johnston County's new regional lift station The original construction of the gravity sanitary sewer system was designed to convey sewer for the residential neighborhoods being built,at that time.This seemed like a reasonable design;as for over 45 years, little growth was experienced in that section of the District. Inherent in the original construction is the capacity for limited growth; but simply put, the system is undersized for the proposed development of the business park. The first option is to replace the existing system with a larger one. This "up-sizing" will result in a new system from head to toe— along the main trunk line. The larger system will have capacity to accommodate the proposed developments and will have conveyance capacity for all new development within the Park. Since the replacement of the existing system will occur within the existing easements & rights-of way,there is no need to acquire additional properties. As part of this "up-sizing", the downstream wet well at the lift station will have to be enlarged, to accommodate the increased flow for now and the future. The disadvantages to this option are the cost of replacement and the required by-pass pumping that would be needed during construction,so existing service remains uninterrupted. Another option to consider is the creation of a separate system, parallel to the original, constructed within the same easements. This "second" pipe system could utilize the same outfalls and easements, so land acquisition would not be a concern. Similar to the first option,this would still result in the need to "up-size" the downstream lift station wet well to accommodate the additional flow.The advantage to this construction is the original system does not have to be disturbed; so, service to existing customers cannot be interrupted. The second system will not require such large pipes.A smaller pipe may be laid,which could possibly utilize the existing manholes.This option was not chosen because the original system,being 50 years old, is known to be in various stages of disrepair and this option would not address those issues. Also, there is no cost savings; as the second system would have to be installed by traditional trenching as the new, proposed system. Further any savings gained by reducing manhole costs would likely be spent by coring new connections and"re-shaping" the manhole troughs to accommodate the second system. By the end of 2024, Johnston County is scheduled to complete construction of a new"regional" lift station, located about 1.5 miles to the north and west of the Park. This new "regional" station is designed to have adequate capacity and will act as a mid-station for multiple municipal waste streams. This option was dismissed for three reasons: (1)this option requires the installation of 1.5 miles of force main, as there is not enough relief between the origination point and the destination point to free-flow sewer; (2) this option will "halt"growth in the interim,while we wait on the Johnston County "regional"station to be constructed; (3) this option is subject to a construction timeline that is likely to be postponed. No matter the good intentions of the County,the bidding process,the supply-chain issues,natural disasters,delays in permitting,and a host of other reasons makes this option likely to be delayed;and, it is unclear the scope and duration of this delay. PROPOSED METHOD OF CONSTRUCTION AND CONSTRUCTION CONTRACTS This project is proposed to be completed by the traditional design/bid/build process with sealed competitive construction bids.The Town of Smithfield will contract with a consulting engineering firm through a Request for Qualifications process; to provide design,permitting,bidding assistance,and construction administration services for the entirety of this project. Construction procurement for this project will be achieved through competitive bidding. Construction work will be accomplished through the use of a single utility contractor.The project will be bid as one project to replace the existing gravity sewer line with a larger diameter pipe and the installation of a supplemental wet well, designed to increase storage at the pump station. Additional contracts will be used for survey, design, project administration and inspections. PERMITS REQUIRED As previously mentioned, the only permits required for this operation will be from the NCDE,Q Division of Water Resources for "up-sizing" the gravity system; and, the NCDEQ Division of Land Quality, so that appropriate erosion control devices and practices are applied to the construction of the larger line.
