On May 15, 2024, Division of Water Resources staff, Kristen Potwora, conducted a
scheduled routine compliance inspection of the 506 Wright County Rd.SFR in Randolph
County. No onsite representative was present during the inspection, however DWR staff
received permission to enter the property by David Joyce. A review of visual and audio
alarms, the spray irrigation field and the surface level tanks/units were completed. The
system is not currently in use as there is no residence present on the property during the
time of inspection. This review reflected non-compliance with the subject permit.
The following deficiency was noted:
1.During the inspection there was clear evidence of logging activities within and
around the system boundary and within the irrigation field. These activities violate
Permit Condition III.7
machinery on the irrigation area, expect during installation or maintenance
If the permittee would like to connect the system to a new residence in the future, Permit
Condition I.1states that the Permittee contact DWR staff prior to any new connections
to schedule an inspection to ensure setbacks and system functions.
In order to start the system up again the following steps would need to be completed
prior to DWR staff inspection:
A.All Pump tanks shall have audible and visual alarms per Permit Condition III.11.
The alarm boxes would need to be repaired or completely replaced depending on
their condition.

B.Permit Condition III.13requires that the entire system would have to be
inspected for any blockages or damage. This includes the septic tank, pump tanks,
storage tanks, sand filters, chlorinator, irrigation pipes and spray heads.
C.A soil scientist will need to be hired to confirm that the irrigation field is still suitable
for irrigation since the logging activities damaged most of the irrigation field. This
is to ensure that the irrigated wastewater will not pond in or run off the irrigation
field as stated in Permit Condition III.13.
D.As part of the soil scientist evaluation, a suitable cover crop for the irrigation field
must be determined as the original covercrop was removed. A vegetative cover
must be maintained per Permit Condition III.3.
E.Permit Condition III.8.
F.The spray heads in the irrigation field would have to be fixed per Permit Condition
III.8.
